Job description

Performs and coordinates the verification of financial transactions necessary for the creation and maintenance of accounting records associated with the fiscal management of the SC Department of Public Safety's Justice Assistance Grant (JAG), JAG Prison Rape Elimination Act Grant (PREA), Byrne State Crisis Intervention Program (SCIP), and Bulletproof Vest Program (BVP).
Performs the day-to-day accounting and compliance activities associated with the JAG, PREA and SCIP Grant Programs. Receives for approval subgrantee requests for payment documents. Analyzes subgrantee requests for payments, ensuring reimbursements made to subgrantees are based on the assimilation of properly completed documentation with certifiable financial transactions. Prepares documentation and notifies subgrantee for resolution of problems discovered during the review. Responsible for compiling final reports for posting transactions in SCEIS.
Performs project-specific duties related to the financial administration of the JAG, PREA and SCIP Grant Programs, including financial monitoring of external grant projects, analysis of external subgrantee requests for payment. Verifies equipment purchases and reviews internal financial records maintained by the subgrantee. Prepares necessary reports with detailed findings essential to the maintenance and review of grant funded projects.
Provides technical assistance to program staff, financial staff and subgrantees on all grant fiscal issues associated with the JAG, PREA and SCIP Grant Programs. Applies accounting principles to develop and maintain financial reports to ensure all grant-related transactions are recorded properly. Prepares special reports for distribution to programmatic staff as needed.
Performs project-specific duties related to the BVP and works with the Revenue Accountant to ensure funds received are distributed in a timely manner. Prepares necessary reports and answers subgrantee questions regarding the program.
Creates financial transactions in SCEIS essential to posting disbursements authorized for payment to subgrantees as needed. Scan documents into OnBase software. Ensures SCEIS Functional Area, Fund Center, GL Account, Grant Number and Transaction type are appropriate.
Monitors/reviews subgrantee award balances on a monthly basis to maintain a report of de-obligated budgets. Conducts presentations at designated workshops/conferences to provide information and training to potential and awarded subgrantees on the submission of financial applications, to include budgetary and financial reporting forms, property control forms, and other grant-related forms.
Performs other related duties as required.

State Minimum Requirements:
A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience.

Agency Minimum Requirements:
  • Must be able to give presentations at various state and local meetings and conferences.
  • Proficient in Microsoft Excel.
  • Ability to interpret and analyze complex financial data, records and reports.
  • Ability to produce clear and concise reports from complex financial data.
  • Good communication skills, both written and oral arc essential for this position.
  • Employee will function under limited supervision.
  • Employee must be able to coordinate several items at one time.
  • Excellent organizational skills and strong computer skills are necessary.
  • Some in-state and out-of-state travel required.
Knowledge of federal, state and local laws related to Federal grants preferred. Knowledge of the principles, practices, theories and terminology of accounting preferred. Knowledge of site government fiscal and accounting process preferred.
