General Responsibility

Responsible for assisting and supporting the creation and maintenance of grant accounting records for the planning, development, coordination, and administration of South Carolina's Homeland Security Grant Program. Provide fiscal management and support services for grant recipients and maintain compliance with federal regulations regarding grants management and reporting. Collect, assimilate, and assist in ensuring the accuracy of all financial and programmatic reporting to the federal funding agency for the Homeland Security Grant Program.

Job Responsibilities
General Responsibilities

Responsible for assisting and supporting the creation and maintenance of grant accounting records for the planning, development, coordination, and administration of South Carolina's Homeland Security Grant Program. Provide fiscal management and support services for grant recipients and maintain compliance with federal regulations regarding grants management and reporting. Collect, assimilate, and assist in ensuring the accuracy of all financial and programmatic reporting to the federal funding agency for the Homeland Security Grant Program.

Specific Duties
  • Provide direct support for grant recipients, including processing requests for reimbursement, grant revisions, grant extensions, procurement review, budget deobligation/closeouts, property control, etc. Assist with grants accounting functions and ensure accuracy of grant application budgets, spreadsheets, and other related financial data. Assist with the development of contact lists for all grant recipients with comments.
  • Assist with the coordination and compilation of grant-related tasks such as the indirect cost proposal, internal audit, state audit questionnaire, federal project review forms, property control, and other fiscal/progress reports, as needed. Reconcile situations when files are out of balance. Research errors and ensure corrective action is taken. Assist in the preparation of grant applications and reporting requirements. Support regional outreach activities and address concerns of grant applicants statewide.
  • Collect, assimilate, and assist in ensuring the accuracy of all financial and programmatic reporting to the federal funding agency for the Homeland Security Grant Program.
  • Maintain compliance with federal guidelines regarding grants administration, including auditing, procurement, indirect costs, budgeting, reimbursement requests, etc.
  • Review and recommend improvements to the Electronic Grant Management System, and verify correct implementation of changes.
  • Perform additional duties as assigned.
Minimum and Additional Requirements
  • A bachelor’s degree and 6 years of relevant experience in accounting, auditing, or fiscal management. Relevant experience can be substituted for degree on a year-for-year basis.
  • Knowledge of principles, practices, theories, and terminology of accounting, budgeting, and financial management, including state government fiscal processes.
  • Ability to analyze and interpret complex financial data and reports. Knowledge of state and federal regulations regarding grants and fiscal management of federal revenue.
  • Excellent written and oral communication skills.
  • Proficiency in Windows-based programs, including Microsoft Word and Excel, and accurate typing skills.
  • Valid driver’s license and a good driving record.
  • Overnight travel may be required for training or meetings, potentially lasting up to one week.
  • Use of various data processing equipment, which may need to be carried or moved (up to 30 lbs).
