Qualifications

  • Certification or registration as a Public Accountant in West Virginia may be substituted for the training.
  • An additional one (1) year of experience in accounting, auditing, bookkeeping, and/or finance may substitute for the required accounting semester hours.

Responsibilities

  • Fiscal Management & Billing: Learn to manage end-to-end review, reconciliation, and resolution of Office of Technology billing within funding limits.
  • Reporting & Data Analysis: Maintain databases and spreadsheets to track account transactions and prepare recurring financial reports.
  • Planning & Forecasting: Prepare expenditure schedules and appropriation requests; analyze projected receipts and disbursements.
  • Compliance & Oversight: Review position reports to verify staff allocations align with funding sources and provide corrective action guidance.
  • Legislative Support: Prepare fiscal notes and responses to legislative inquiries during sessions.

Education

Bachelor's degree in accounting with 24 semester hours

Job description

We are seeking a detail-oriented Accountant Auditor 1 to join our finance team. This position plays a critical role in maintaining the integrity of our financial operations by learning to overseeing budget monitoring, fiscal analysis, and expenditure reporting. The incumbent will learn to ensure accurate financial forecasting, support appropriation planning, and provide essential guidance to bureau staff regarding budgetary compliance and corrective action.Key Responsibilities include:

  • Fiscal Management & Billing: Learn to manage the end-to-end review, reconciliation, and resolution of Office of Technology billing. Continuously monitor spending authority to ensure expenditures remain within approved funding limits.
  • Reporting & Data Analysis: Maintain comprehensive databases and spreadsheet tools to track account transactions. Prepare recurring financial reports to monitor current-year expenditures against budgetary goals.
  • Planning & Forecasting: Acquire the knowledge to facilitate the preparation of expenditure schedules and appropriation requests. Conduct analysis of projected receipts and disbursements, including assessments for supplemental funding and operational improvements.
  • Compliance & Oversight: Learn to review position reports for major programs to verify that staff allocations align with corresponding funding sources. Provide guidance and corrective action solutions to bureau staff to resolve financial discrepancies.
  • Legislative Support: Coordinate the timely preparation of fiscal notes and responses to legislative inquiries during the legislative session.

Selected candidates who agree to work for a minimum of twelve (12) months may be eligible to receive a $5,000 appointment incentive. This incentive does not apply to current employees of the State of WV.

Training: Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.

OR

Substitution: Certification or registration as a Public Accountant in West Virginia may be substituted for the training.

An additional one (1) year of experience in accounting, auditing, bookkeeping, and/or finance may substitute for the required accounting semester hours at the rate of one (1) year of experience for every thirty semester hours.
