Job summary

The City of Broken Arrow is seeking a detail-oriented financial accountant to support city government activities. Under limited supervision, you will handle complex financial transactions, depreciation, fixed asset management, and month-end closings.

You will assist with year-end closing, audits, and annual budgeting, ensuring grants and revenue transactions are accurately recorded. A Bachelor’s degree in Accounting or related field with 1–2 years of experience is required.

Job description

Location: 1501 Finance-Accounting

Pay Grade: A11

FLSA Status: Exempt

Under limited supervision, performs financial accounting duties in support of the activities of the city government.

  • Performs a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, records, and reports.
  • Manages new accounting project implementations.
  • Identifies all capital asset activity for inclusion in the fixed asset system; ensures documentation of capital expenditures and performs physical audit of capital assets.
  • Completes depreciation process and journal entries.
  • Completes Month End Process and closes books in accounting software.
  • Completes Income Statements for General Fund, BAMA and Public Safety and forwards statements to Lenders and Stakeholders as required.
  • Assists with year-end closing processes (audit, accruals, end of year journal entries, etc.).
  • Reviews and corrects revenue and receivable transactions.
  • Participates in long-term planning meetings, the annual audit and the annual city budget.
  • Accounts for the Community Development Block Grant and other city grants.
  • Assists with the payroll function as it relates to the general ledger; creates manual payroll checks; voids and reissues payroll checks.
  • Manages all aspects of purchase card program and credit card payment processing; reviews monthly fees; negotiates discount rates; ensures compliance with contracts.
  • Serves as Point of Contact and administrator for the City's payment processing (credit card processing, echeck processing, online (C2G) payments, and E-Lockbox (ACH) payments).
  • Audits Travel Expense Reports for employees and City Council members and assists City employees with questions regarding the travel policy.
  • Initiates ACH payments to vendors.
  • Initiates debt service payments (GO Bonds and OWRB), participates in debt service budget preparation.
  • Maintains the City's financial transparency portal.
  • Performs other duties as assigned.

Requires a Bachelor's Degree in Accounting, Business, or related field, supplemented by one to two years of experience in Accounting; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Tasks involve the ability to exert moderate physical effort in sedentary work, typically involving some combination of reaching, repetitive motion, speaking, talking, and visual acuity, and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
