Job summary

Cal State East Bay is seeking a Student Services Professional III to assess disability needs, determine eligibility for accommodations, and provide disability advising to help students succeed in courses and field placements.

The role requires applying laws (ADA, 504) and CSU policies, collaborating with faculty and staff, and offering counseling and referrals across campus services.

Salary Range: $5,540.00 per month to $7,893.00 per month. PLEASENOTE: The starting salary placement depends on qualificationsand experience and is anticipated to be in the range of $5,540.00per month to $5,800.00 per month.

About the Position

Responsibilities
  • Use a high level of judgement to determine if student meetslegal definition of disability and has documented functionallimitations that affect academic participation, to establisheligibility for Accessibility Services accommodations.
  • Use a high level of critical analysis to determine theaccommodations to be authorized, based on assessment of students’functional limitations, strengths, accommodation history, nature ofcourses taken and complexity of curriculum and the specific needsof field placement, internships, etc.
  • Use a high level of judgment to determine reasonableness andappropriateness of requested accommodation that is within therequirements specified in applicable statutes such as the ADA,Section 504, case law decisions, Office of Civil Rights guidance,California laws, and applicable CSU policies.
  • When a requested accommodation is determined to be unreasonablebased on the information provided, communicate this decision andpossible next steps using a high level of empathy, compassion, andtact. In collaboration with student, determine what, if any,reasonable alternative accommodations or resources areappropriate.
  • Provide disability management counseling to students withdisabilities, including disability rights, self-advocacy, andcrisis intervention.
  • Provide disability advising and disability counseling to assiststudents in their transition to and matriculation at CSUEB,including the most beneficial uses of accommodations, and effectivecommunication and interaction with faculty, staff and otherstudents.
  • Make appropriate referrals to students, staff and facultyregarding services available on campus (tutoring, advising, mentalhealth support, etc.) and relevant services available off-campus(DOR, Social Security, WIC, PSS, etc.).
  • Consult and conduct case conferencing with on and off-campusacademic advising, mental health, medical, and rehabilitationprofessionals when needed.
  • When needed, collaborate with students, faculty and staff toresolve issues and concerns raised to ensure student accommodationsare implemented in a timely and effective manner. Using a highlevel of judgement, review course learning objectives andexpectations to determine reasonable parameters for anaccommodation.
  • Review and attempt to resolve student complaints and problemsregarding accommodations, services, architectural and communicationaccess, and discrimination. When such complaints and problems arenot able to be resolved, refer to the appropriateadministrator.
  • Use sound judgment, effective communication, and interpersonalskills to mediate student/faculty or student/staff conflictsregarding accommodations.
  • Work effectively and compassionately with students from diversebackgrounds, including cultural, racial, religious, linguistic,socioeconomic, age, gender, and sexual orientation.
  • Discuss with the counseling team the applicability of currentand new laws, case laws, and OCR decisions.
  • Document all meetings, phone calls, and other interactions withstudents in the AS database or by other means.
  • Conduct site visits to student field placement locations toassess needs for accommodations onsite, as necessary.
  • Collaborate with other staff in maintaining all student files,active and inactive.
Minimum Qualifications

Thorough knowledge of the principles of individual and groupbehavior. General knowledge of the principles, practices and trendsof the Student Services field as well as general knowledge of thepolicies, procedures and practices of the program area to whichassigned; general knowledge of individual counseling techniques;general knowledge, or the ability to rapidly acquire suchknowledge, of the organizational procedures and activities of thespecific campus to which the position is assigned. Workingknowledge of student services programs outside the program to whichimmediately assigned.

Ability to analyze complex situations accurately and adopteffective courses of action; advise students individually and ingroups on complex student-related matters; determine appropriatecourses of action and proper techniques to utilize while engagedwith individuals in personal interactions of an argumentative orsensitive nature; interpret and evaluate descriptions andexplanations of problems brought forward by individuals or studentorganizations, analyze and define the problem, draw validconclusions and project consequences of various alternative coursesof action; carry out a variety of professionally complexassignments without detailed instructions; and establish andmaintain cooperative working relationships with a variety ofindividuals.

Experience:

Three years of progressively responsible professional studentservices work experience. One year in the program area to whichassigned may be preferred but is not required. A master’s degree inCounseling, Clinical Psychology, Social Work, or a directly relatedfield may be substituted for one year of experience. A doctoratedegree and the appropriate internship or clinical training incounseling or guidance may be substituted for the three years ofexperience for positions with a major responsibility forprofessional career or personal counseling.

Education:

Equivalent to graduation from a four-year college or university ina related field, including or supplemented by upper division orgraduate coursework in counseling techniques, interviewing, andconflict resolution where such are job-related.

  • Knowledge of medical, functional, psychological, and culturaleffects of disability;
  • Knowledge of accommodations laws related to the Americans withDisabilities Act and Section 504 of the Rehabilitation Act;
  • Knowledge of laws, precedence, and best practices related toTitle IX;
  • Knowledge of universal design;
  • Knowledge of higher education practices;
  • Knowledge of outreach techniques to reach various populationsof the campus community;
  • Knowledge of campus policies and practices (ie: specialadmissions process, accommodation requests, accessible testing);and
  • Knowledge of campus community resources.
  • Master's degree in related field;
  • Excellent communication skills in English, both oral andwritten;
  • Ability to work independently;
  • Ability to interpret educational and psychologicalassessments;
  • Competency with word processing and document editing softwareand commonly used office equipment;
  • Ability to manage electronic databases and paper filingsystems;
  • Familiarity with assistive technology;
  • Ability to work collaboratively as a team with colleagues andcampus personnel as needed;
  • Ability to work evenings and weekends when needed.
Condition(s) of Employment

Satisfactory completion of a background check (including LiveScan,as appropriate), that may include, but is not limited to: criminalrecords check, verification of academic credentials, licenses,certificates, credit history, professional references and/orverification of work history is required for employment.
