General Overview

Under the general supervision of the County Attorney, or Deputy County Attorney, the Chief of Transactions assists with the review and assignment of transactional matters for the various agencies of the Baltimore County government. Work of this class involves supervising legal, professional, para-professional, and office support staff.

Employees in this class work a conventional workweek. Work is performed in an office where normal working conditions are encountered. The work requires minimal physical exertion. Responsibilities for the position include, but are not limited to the following:

Essential Job Functions

  1. Under the direction of a Deputy County Attorney, assists in the development and implementation of administrative and legal operating policies and procedures.
  2. Evaluates the performance of, disciplines, and recommends the hiring, firing, and promoting of subordinate legal and office support personnel.
  3. May draft and/or review complex contract, real estate, financial, legislative, and/or procurement matters on behalf of the Baltimore County government. These may include contracts, deeds, leases, bills and resolutions, collection letters and reports, loan and bond documents, etc.
  4. Performs legal research and renders legal opinions on difficult and complex questions of law raised by County departments and agencies.
  5. Confers with County agency heads and personnel on legal matters and problems concerning their agency operations and business dealings.
  6. Supervises and trains attorneys that represent County agencies, boards, and commissions.
  7. Supervises and trains attorneys that attend and represent the interests of the County in any negotiations with unions and various public and private organizations and groups.
  8. Supervises and trains subordinate attorneys that review and/or draft legal documents needed by the various County agencies.
  9. Supervises and trains attorneys to conduct contract and settlement negotiations on behalf of County agencies.
  10. Advises the County Executive, the County Administrative Officer, County departments, offices, and agencies, and the County Council on legal matters, as necessary.
  11. Appears before the County Council, as necessary, to discuss the legal sufficiency of proposed legislation and to present proposed contracts or other transactions for approval.
  12. Performs all other duties within the Office of Law as assigned by the County Attorney (or his/her designee).

Knowledge, Skills and Abilities

  1. Knowledge of the Rules of Professional Responsibility.
  2. Knowledge of applicable federal, state, and local law.
  3. Knowledge of County best practices and procedures.
  4. Ability to manage and prioritize multiple complex matters.
  5. Exceptional oral and written communication skills.
  6. Ability to establish and maintain effective, collaborative working relationships with others (inside and outside the Office of Law).
  7. Ability to work independently and meet deadlines while handling multiple tasks.
  8. Ability to maintain professionalism under pressure.
  9. A strong sense of ownership of tasks and responsibilities.
  10. Strong interpersonal skills required to work with the public and various agencies.
  11. Strong writing and drafting skills.
  12. Strong technology skills, including proficiency with Microsoft Office software and legal research platforms such as Westlaw.
  13. A willingness to perform with minimal administrative support.

Education and Qualifications

  1. A law degree from an ABA-accredited law school.
  2. Admission to the Bar of the State of Maryland is required.

Minimum Qualifications

  1. Graduation from an ABA-accredited law school.
  2. Licensed to practice law in the State of Maryland, or eligible to waive into the bar of the State of Maryland.
  3. Fifteen (15) years of experience in transactional/procurement experience, including but not limited to legal work with state, federal, and municipal governments, legal writing experience, and practice representing municipal or State agencies.

Any internal promotional candidates selected for this position would only be eligible for a salary increase pursuant to Baltimore County’s Personnel Manual.
