JOB SUMMARY:

Performs duties in the administration of abstracts of title, legal property descriptions, and other technical property data for the Hillsborough County Property Appraiser (HCPA).

Work is performed under general supervision with limited latitude in the use of initiative and independent judgment based on professional education and previous experience.

ESSENTIAL FUNCTIONS:

  • Receives, reviews, and processes documents from various agencies, companies, and government sources that allocate ownership of real property
  • Utilizes plat, metes and bounds methods, and computer related software to determine accurate measurements of information recorded on deeds and various instruments that grant, transfer, or convey ownership of property
  • Researches and responds to requests for property appraisal information from customers, staff, property owner representatives, companies and government agencies utilizing multiple sources, such as files, records, accounts, databases, internet, and from various agencies, companies or other government sources
  • Receives, investigates, and responds to inquiries and complaints regarding abstracts of title and other documents, from property owners or their representatives
  • Conducts information search and extraction, for preparation of legal descriptions, while ensuring compliance with intent of the deed; and applicable procedures, ordinances, regulations, and guidelines
  • Prepares legal descriptions identifying land and improvement values on subdivided or joined parcels of property; makes scale drawings as necessary
  • Performs data entry and maintenance of information, logs, and records pertaining to changes of ownership, division and joins of real property, and other related data
  • Performs calculations of land and real property values, as needed
  • Corresponds with appropriate persons via e-mail, letter, telephone call or face-to face to verify and correct property descriptions and property ownership that are found to be at variance with tax records
  • Performs other related duties as required

MINIMUM QUALIFICATIONS:

To qualify for this position, an individual would have a combination of education, certification, training, and/or experience equivalent to what is described below.

High school diploma or GED and three (3) years of experience in title/abstract searching, real property records administration, preparing or interpreting legal property descriptions, real property appraisal, or other related experience involving the ownership, transfer, or valuation of real property; OR an associate degree in a related field and one (1) year of qualifying experience as described above.

In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations
  • Other knowledge, skills, abilities, and credentials required for a specific position
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of appraisal practices and procedures related to abstracts of title, legal property descriptions and other technical property data
  • Knowledge of department policies and procedures for the preparation, production and maintenance of reports, documentation, and records
  • Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department or organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
  • Skill in researching and resolving questions, issues, and concerns related to abstracts of title, legal property descriptions, and other technical property data
  • Ability to clearly communicate and understand information in English, both orally and in writing
  • Ability to manage multiple priorities to ensure that deadlines are met
  • Ability to correctly interpret and efficiently implement all applicable policies and procedures
  • Ability to use reasoning skills that minimize duplication of efforts, including but not limited to comparing, classifying, analyzing, and coordinating
  • Ability to research requests for property appraisal information from multiple sources, to include- files, records, accounts, databases, internet, and from various agencies, companies or other government sources
  • Ability to perform mathematical and geometrical computations used in property valuation
  • Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, religion, color, national origin, disability, marital status, gender, age, pregnancy or any other class protected by law.
