POSITION LOCATION: Tallahassee, FL

This position provides oversight to the Data Quality Unit and Monitoring and Compliance Unit within the Policy and Quality Assurance Section: This position works with the supervisors to manage the daily operations of the units assigning and reviewing work, setting priorities, solving problems and communicating with staff and leadership. Incumbent provides support to program supervisors assigned to the section including oversight of hiring, performance evaluations and other personnel duties as required.

“Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

Provides oversight of the state’s workforce programmatic monitoring and compliance activities. This includes oversight of the MSFW State Monitor Advocate activities.

Responsible for oversight of the state’s workforce information system (Employ Florida). This includes working with the vendor to ensure the system is performing as necessary, providing content, negotiating, coordinating, evaluating, and other duties related to procurement or contracts for the system. Consults with staff and develops recommendations regarding the resolution of programming problems with the Bureau of Information Technology. Serves as technical lead and liaison for the Department when interacting with programming staff.

Reviews policies, procedures, guidelines and state and local plans and evaluates the impact on operations and identifies potential problems and recommends appropriate action. Conducts research and analyses of workforce programs, systems and initiatives; develops strategies to improve the implementation of program policies; workforce service delivery strategies; develops operational process improvement strategies and makes recommendations to management.

Assesses program operational effectiveness and develops program improvement strategies to enhance program effectiveness.

Collaborates with external business stakeholders to ensure that customer workforce program needs are met. Engages with internal and external stakeholders (e.g., CareerSource Florida, Local Workforce Development Boards, and other federal, state and local partners) to promote and support new or existing workforce programs and initiatives.

Oversees required reporting and state and federal audit compliance activities of programs assigned to the Unit.

Assists with legislative bill analysis.

Reviews budget expenditures and makes necessary recommendations regarding budget matters related to assigned program areas. Ensures that assigned program supervisors operate within budget, personnel, fiscal and EEO and diversity guidelines.

Represents the Department and/or the Bureau Chief at meetings and conferences as requested.

Performs other duties as assigned.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

Minimum:
  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Travel is required and must provide own transportation.
Pay:

$53,917.08 – $84,673.44 Annually
