This business analyst role is 100% on-site in Columbia, SC. The position is for up to 12 months, with the option for extension. The client seeks experience with IBM Curam and government IT projects.

Scope of the Project

South Carolina Department of Health and Human Services (SCDHHS) is looking for an Advanced Business Analyst to assist with implementing small to large projects.

Objectives to Be Fulfilled by Candidate

The principal duties include evaluating agency needs, analyzing current and future business processes, and providing analysis and advice on information technology and non-technical solutions. The analyst will document business processes and requirements.

Specific Duties

• Serve as a liaison between the business programs community and the IT organization to provide technical solutions that meet user needs.
• Possess expertise in the supported business unit(s) and understand the IT organization’s systems and capabilities.
• Analyze partner operations to identify strengths, weaknesses, and opportunities to automate processes and functions.
• Assist in business process redesign and documentation for new technology.
• Conduct efficient requirement gathering sessions with multiple stakeholders to capture business requirements.
• Translate high‑level business requirements into functional specifications for the IT organization and manage changes to such specifications, educating the IT team on business direction.
• Use knowledge of technological trends to recommend solutions that enhance the enterprise’s competitive edge.
• Develop requirements, including elicitation, analysis, specification and validation.
• Document and analyze agency business processes, recommending improvements.
• Document and analyze data requirements and relationships.
• Participate in requirements‑management processes, including change control, version control, tracking, status reporting, and traceability.
• Provide requirements interpretation and guidance to technical and test teams.
• Proactively identify risks, issues and action items that may lead to solutions.
• Interact with internal and external organizations (vendors, state and federal agencies, state providers and beneficiaries, and other stakeholders).
• Make recommendations for buy‑versus‑build decisions.
• Research business rules, requirements, and models.
• Maintain business rules, requirements, and models in a repository.

Required Skills and Experience

• 1 year of business analysis experience with IBM Curam software.
• 1 year experience in government IT projects as a business analyst or related role.
• 1 year experience eliciting, mining, and documenting business rules and processes.
• 2 years of Medicaid Eligibility or other healthcare insurance experience.
• Excellent written and oral communication skills, including the ability to write requirements and use cases.
• Experience obtaining business processes and requirements information by interviewing personnel and mining laws, regulations, and policy documents.
• Knowledge of formal business process documentation.
• Understanding of business modeling techniques and use of graphical process flow software.
• Ability to communicate effectively with executive management, line management, project management, and team members.
• Bachelor’s Degree.
• Experience with MMIS – Medicaid Management Information System.
• Experience with IBM Curam software.
• Experience with Quality Assurance (QA) use cases.
