The Program Consultant position acts as the Administrative Professional for the South Region, who provides administrative, research, and coordination support to the Florida Rural Health Transformation Program Office.

Based at the AHCA Delray Beach Field Office, this position reports directly to the Deputy Director and supports program activities across the Southeast and Southwest regions.

A central function of this role is conducting research on ad hoc assignments from program and executive leadership, including how other states approach rural health initiatives and which evidence-based practices support RHTP initiatives and concepts.

The position also drafts briefs, presentations, and talking scripts; manages document filing and tracking in the Agency SharePoint; coordinates travel, expenses, meetings, and site visits; and follows up on program tasks to keep the team organized and on schedule.

This role requires strong research skills, critical thinking, and clear written communication.

Key Responsibilities
A. Research and Analysis
  • Conduct research on ad hoc assignments from the Deputy Director, Director, and Agency executive leadership, including how other states design, fund, and implement rural health programs, policies, and initiatives.
  • Identify and summarize evidence-based and promising practices that support RHTP initiatives and concepts from a rural health perspective.
  • Research knowledge gaps identified by the program team and present findings with clear, actionable takeaways for leadership decision-making.
  • Prepare written research products, including research briefs, state comparison memos, literature summaries, and annotated source lists.
  • Evaluate sources for credibility and relevance, prioritizing peer-reviewed literature, federal agency sources such as CMS and HRSA, and recognized rural health authorities.
  • Synthesize complex information from multiple sources, noting the strength of evidence, limitations, and conflicting findings.
B. Leadership Support and Document Development
  • Draft briefs, presentations, talking points, and speaking scripts for program leadership and Agency executive leadership.
  • Prepare meeting agendas, briefing packets, and supporting materials.
  • Format, proofread, and finalize documents to ensure accuracy, consistency, and alignment with Agency and RHTP branding standards.
  • Take meeting notes, document decisions and action items, and distribute meeting summaries to participants.
C. Scheduling, Meetings, and Site Visits
  • Manage the Deputy Director’s calendar, schedule meetings and appointments, and proactively communicate upcoming deadlines and needs.
  • Coordinate site visits in the Southeast and Southwest regions, including scheduling, itineraries, agendas, participant communications, pre-visit materials, and post-visit follow-up.
  • Coordinate logistics for regional meetings, workgroups, community meetings, and stakeholder sessions, including room reservations, meeting preparation, technology setup, and participant communications.
  • Support the Southeast and Southwest Regional Leads with meeting logistics and coordination as needed.
D. Records Management and Document Tracking
  • File and organize RHTP documents in the Agency SharePoint in accordance with established file structures, naming conventions, and records retention requirements.
  • Maintain document tracking logs for materials in development, review, and approval, ensuring version control and timely processing.
  • Process program documents through Agency review and routing workflows.
  • Maintain stakeholder and contact lists for the Southeast and Southwest regions.
  • Assist with updates to program documents, forms, templates, and communication tools.
E. Travel, Expenses, and Logistics
  • Coordinate travel arrangements, itineraries, and expense reimbursements in accordance with State of Florida travel policies.
  • Prepare, submit, and track expense documentation to ensure timely and accurate processing.
  • Monitor and order office supplies and equipment to support program operations at the Delray Beach Field Office.
F. Program Coordination and Follow-Up
  • Track program tasks, leadership assignments and deadlines, and follow up with team members to ensure completion.
  • Collaborate with administrative staff across AHCA, including the RHTP Administrative Professional at Headquarters, to maintain consistent processes.
  • Coordinate with Delray Beach Field Office staff on space, equipment, and resource needs for RHTP activities.
  • Maintain the confidentiality of sensitive information, including procurement-sensitive materials.
