Position Description:

The Program & Portfolio Manager for Learning & AI is a strategic coordination role that drives the successful planning, delivery, and alignment of learning and artificial intelligence initiatives across Arlo, the Department of Defense (DoD), and external partners. This hybrid role combines program-level execution oversight with portfolio-level coordination, ensuring that CDAO’s learning and AI initiatives are strategically aligned, mission-focused, and optimized for measurable impact. This position works in close coordination with senior managers across development, design, and cyber teams. The ideal candidate is a cross-functional leader skilled in aligning outcomes across complex stakeholder ecosystems, with a focus on digital transformation, education technology, and AI enablement within federal environments.

Responsibilities and/or Success Factors:

  • Portfolio Coordination & Strategic Alignment (Support strategic portfolio planning by aligning learning and AI efforts with CDAO priorities and Arlo’s operational goals.)
  • Facilitate roadmap development and track dependencies, risks, and opportunities across the portfolio of learning and AI initiatives.
  • Coordinate budget insights, prioritization inputs, and performance indicators for portfolio-level visibility and leadership decision-making.
  • AME Pillars Supported: Framework + Education Program Delivery & Execution Oversight
  • Coordinate the successful delivery of the LMS and AI-driven learning ecosystem, collaborating with project leads, technical SMEs, and operational teams.
  • Translate strategic goals into outcome-based program plans and milestone tracking.
  • Monitor program progress, identify risks, and recommend adjustments to ensure on-time, on-budget, and high-impact delivery.
  • Collaborate closely with senior managers from development, design, and instructional teams to ensure consistent planning, agile coordination, and cohesive delivery.
  • Support agile ceremonies and team coordination, enabling transparent workflows and shared accountability.
  • Maintain project management systems and ensure up-to-date records of risks, actions, and decisions.
  • AME Pillars Supported: Tools + Framework Stakeholder Engagement & Reporting -Serve as a communication bridge between cross-functional teams and CDAO leadership by providing regular updates, data-informed dashboards, and actionable strategic insights to support decision-making and alignment.
  • Prepare briefings and compliance-ready documentation for DoD sponsors, Arlo executives, and partners.
  • Gather user feedback and coordinate updates that improve learner experience and system performance.
  • Monitor new developments in learning technologies, AI features, and automation tools relevant to federal education environments.
  • Support piloting of new capabilities (e.g., adaptive content, AI tutors) in collaboration with product and instructional leads.
  • Recommend enhancements that improve mission alignment, user experience, or delivery efficiency.
  • Demonstrate portfolio thinking and adaptability to shift between tactical coordination and strategic alignment.
  • Support a culture of iterative delivery, agile governance, and outcome-driven program management.
  • Encourage knowledge sharing, proactive communication, and continuous improvement across distributed teams.

Minimum Qualifications Including Certificates:

  • Bachelor’s degree in education technology, Program/Portfolio Management, Computer Science, or a related field. Master’s degree or PMP/SAFe certification preferred.
  • 5+ years of experience coordinating learning, AI, or digital transformation programs in federal or mission-critical environments.
  • Experience managing across distributed teams and aligning multiple concurrent projects within a portfolio framework.
  • Familiarity with DoD and federal acquisition, cybersecurity, and data privacy frameworks (e.g., NIST RMF, Section 508).
  • Strong organizational, communication, and coordination skills—especially in a matrixed, non-supervisory role.


Desired Qualifications:

  • TS/SCI Clearance
  • PMP, PfMP, SAFe Lean Portfolio Management, or Agile certifications.
  • Experience with defense digital modernization or CDAO initiatives.
  • Familiarity with SCORM/xAPI, FedRAMP-authorized LMSs, and AI tools in learning.
  • Proficiency in portfolio and project tracking tools (e.g., JIRA, Confluence, Monday.com
