Job description

The Department of Planning and Building’s Energy Division is actively recruiting for a Limited Term Utility Coordinator to oversee the Department’s Tri-County Regional Energy Network (3C-REN) section.

3C-REN develops and delivers energy efficiency programs that serve the central coast construction and renovation market and local workforce. The selected individual will be responsible for managing residential energy efficiency programs, collaborating with residents, building professionals, consultants, and utilities to address barriers to energy efficiency improvements in residential buildings.

3C-REN programs include:

  1. Workforce Education and Training – providing technical classroom, in-field installation, and business development trainings and certifications for local building professionals, partnering with educational providers.
  2. Residential Direct Install – assisting hard-to-reach customers, including renters and owners of single and multi-family properties, and Disadvantaged Communities, offering energy consultations and no-cost or low-cost upgrades, partnering with nonprofits.
  3. Codes and Standards – supporting local building departments and professionals with resources, trainings, and an Energy Code Coach Service to promote awareness and application of California building codes.

Classification Definition

Under general direction, develops, administers, and coordinates energy services or programs, manages grants and rebate programs, and performs duties related to energy planning, conservation, and monitoring for County facilities or projects.

Typical Tasks and Duties

  • Analyze and establish baselines for energy and water use using software or other methods.
  • Recommend contractual arrangements, audit vendor records, and enforce compliance.
  • Conduct administrative and budget analyses for energy purchases.
  • Identify and evaluate energy efficiency measures and develop proposals to reduce consumption and enhance resilience.
  • Design and implement energy efficiency programs.
  • Develop RFPs, manage subcontractors, and oversee scopes of work and budgets.
  • Participate in designing County facilities for energy efficiency and resiliency.
  • Coordinate implementation of conservation measures and provide training on utility management.
  • Engage with agencies, nonprofits, and industry groups for funding and representation.
  • Monitor consumption and develop conservation plans.
  • Supervise personnel, including training, performance evaluation, and disciplinary actions.

This is a limited term, full-time position with benefits comparable to permanent staff, ending on December 31, 2027. The recruitment may fill future similar roles.

The current vacancy is a limited term position. Employees will earn vacation, sick leave, health, and pension benefits. The sunset date is December 31, 2027.

The ideal candidate will have extensive program and project management experience, with a background in training and familiarity with energy efficiency programs, standards, and educational frameworks. Strong implementation, compliance, and continuous improvement skills are essential.

Minimum Qualifications:

Combination of education, training, and experience, such as a bachelor’s degree in environmental science, management, sustainability, or related field, plus three years of recent utility field experience.

Licenses and Certificates

A valid California driver license may be required for positions involving driving, maintained throughout employment.
