Responsibilities

Provide senior‑level functional and technical support for the CAPPS HR/Payroll (HCM 9.2) system across statewide agencies.
Lead HR/PY module configuration, FMLA compliance, workflow (AWE) setup, batch job oversight, and system enhancements.
Support agencies through Tier 2 troubleshootings, incident management, fiscal year‑end activities, DR exercises, upgrade testing, and audit preparation.
Collaborate with policy teams, analysts, vendors, and 100+ agencies to interpret Texas HR policies, resolve issues, and ensure system accuracy, security, accessibility (WCAG 2.1), and multitenancy compliance.
Prepare documentation, deliver training, maintain queries and reports, support lifecycle management (PUM, Fluid, Elasticsearch), and ensure all work aligns with CPA processes, ITIL practices, and statewide standards.
