Job description

General Information

Saint Paul Public Schools is currently seeking ESL LCD Teachers for the 2026 - 2027 school year. The ELL Program provides students with English Language Acquisition Instruction, connects students and families with the whole school community, and provides staff with training on effective academic instruction for English Language Learners.

The Latino Consent Decree (LCD) is a program that provides specific educational service for Hispanic/Latino students. The main goal of the program is to help Latino students achieve academic success in school. A cultural component is also part of the curriculum, helping students learn about and develop a deep understanding of the Latino history and culture.

The Human Resource Department will review your qualifications and may contact you for an interview. Candidates who are interviewed and selected for the candidate pool may be considered for vacancies throughout the district as they occur. Schools that have vacancies utilize the pool to conduct school level interviews and make hiring decisions.

Candidates selected for the pool may remain in the pool for a minimum of one year. If you are licensed in multiple subject areas, you should indicate the areas for which you wish to be considered.

The pool is intended to recruit new teachers. Current tenured teachers in St. Paul who wish to be considered for vacancies should apply for positions through the District's interview and selection process.

Minimum Qualifications
  • A valid teaching license in English Second Language (K-12), issued by PELSB.
  • Bilingual communication skills (reading, writing, speaking) in Spanish and English.
Preferred Qualifications
  • Successful teaching experience.
  • Balanced Literacy and Writer's Workshop trained.
  • Excellent organizational, planning and leadership skills.
  • Familiarity with multicultural, gender and disability‑fair interdisciplinary curricula.
  • Knowledge of research and trends in teaching and learning styles as well as teaching and learning strategies to meet a wide range of student learning styles and abilities.
  • Ability to work productively with persons from various ethnic and socio‑economic backgrounds.
  • Ability to integrate the ESL curriculum with other subject matters.
  • Ability to incorporate high order thinking skills in all subject areas.
  • Ability and willingness to provide leadership in curriculum planning, integration and program development.
  • Ability to work effectively, cooperatively and collaboratively with staff, community and administration.
Responsibilities
  • Teach English as a second language through reading, writing, listening and speaking skills.
  • Work cooperatively with team members including other ELL staff and mainstream teachers to provide a coordinated instructional program for EL and LCD students that reflects linguistic and cultural aspects of students’ lived experience.
  • Develop and maintain multicultural, gender and disability‑fair language supports that support the curriculum of the school.
  • Develop and implement innovative methods for serving students in a school with a flexible schedule and multiple collaborations.
  • Support the State of Minnesota Graduation Standards and content area packages to promote curriculum in the school.
  • Assist parents in understanding the education program/system offered by the district and the progress of their students.
  • Communicate, develop and maintain strong relationships with other staff, parents, community in explaining the purpose and effectiveness of ELL services.
  • Work effectively with students, staff, community members and parents from various ethnic and socio‑economic backgrounds.
  • Seek community input to develop a curriculum that reflects the diversity of students.
  • Provide EL services in occurrence with service model.
  • Participate and coordinate, if needed, in training on effective ELL strategies.
  • Assist ELL director in the delivery and implementation of ELL programs.
  • Assist the ELL director in the collection and maintenance of necessary records/information.
  • Assist in the assessment of LCD students.
  • Assist in the development of LCD supports at both the building and District level.
  • Provide leadership and demonstrate willingness to seek and provide professional growth and development in the area of language acquisition.
  • Attend district meetings and workshops.
  • Perform other related duties as assigned.
  • Attend monthly LCD events.
Knowledge, Skills And Abilities
  • Knowledge about the linguistic and cultural differences which may affect EL students and their parents.
  • Ability to work effectively and sensitively with EL students and their parents.
  • Ability or willingness to function in a team teaching role.
  • Ability to develop and/or adapt curriculum to be suitable for EL students.
  • Ability to connect with LCD parents and community in a culturally respectful way.
  • Knowledge of the different Latinx populations in the SPPS school systems.
  • Knowledge of issues impacting the Latinx community in SPPS.
Work Schedule, Pay, And Benefits

This is a 10-month position working 40 hours per week.

Pay range for this position is: $58,584 - $111,399

Maximum hiring step = Step Twenty (20)
