Job summary

Virginia Department of Transportation is seeking a district-level IT leader to guide the design, implementation, and support of enterprise IT solutions that serve internal and external customers. You will lead a geographically dispersed team, coordinate with divisions, and drive strategic IT initiatives to improve service delivery across the district.

You will ensure security compliance, manage budgets for IT procurements, and partner with VITA and other offices to implement technology changes.

Job Description

Design, create or implement information technology processes and procedures in support of VDOT's information technology strategies. Leads a team in providing technical guidance, analysis and support to internal and external customers. Serve as district-level project lead and technical resource to analyze, develop, monitor and maintain integrated systems for designated customers.

How You Will Contribute

• Build Partnerships: Build Partnerships – Serve as liaison and communicate with VDOT Information Technology Division, VDOT District Offices, Office of Information Security, and Office of Strategic Innovation in the development and implementation of tactical plans to deploy and support core IT service initiatives.
• Business Process Improvement: Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies.
• Business Technology Solutions: Serve as the primary help desk contact for all district-wide technology users. Responsible for addressing or escalating technology issues to ensure they are addressed. Responsible for coordinating all necessary resources to address user training needs. Review and analyze district technology needs and recommend improvements to services for new or existing facilities. Provide emergency response support for technology hardware to include network contingency plans, generator operations, and transportation and setup of computer equipment as needed for continuity of operations.
• Data Analysis and Reporting: Research, gather and analyze data. Develop requirements for reporting and data analysis projects. Perform other forms of technical writing as needed to accomplish activities.
• IT Policy Compliance: Ensure compliance with VDOT and VITA policies, standards and guidelines governing IT computer systems.
• Information Security Policy Implementation: Responsible for district IT security; establish and manage network accounts and servers, review and approve IT security requests; and manage the security exception process. Serves as a subject matter expert to district management (including the district Transportation Operations Center leadership) on all Commonwealth of Virginia (VITA) policies and practices to ensure district compliance and to maintain a high security posture.
• Project Collaboration: Collaborate with other section team members on projects and programs and participate on project teams. Share knowledge with other team members and encourage their participation in other teams.
• Project Management and Implementation: Lead geographically dispersed teams, staffed with district and central office resources, to deliver IT solutions within the district.
• Project Management and Implementation: Lead teams to deliver IT services and solutions. Work with customers and technical leads to analyze projects, identify impacts and risks, and define business and technical requirements. Develop project plans, lead deployment and provide status reports on adherence to schedule and budget.
• Technology Review and Procurement Coordination: Review, analyze needs, and approve district technology hardware and accessory procurements, including telecommunication requests, while ensuring adherence to budget and agency and state policies and procedures. Coordinate the deployment and installation of goods and services. Responsible for asset inventory as required by VITA or ITD.
• VITA Partnership: Serve as liaison with VDOT Information Technology Division, Office of Information Security, and Office of Strategic Innovation in the development and implementation of tactical plans to deploy and support core IT service initiatives. Oversee IT inventory records and verification of computer refresh lists as provided by ITD.

Minimum Qualifications

• Skill in the use of a variety of technology equipment including servers, computers, tablets, mobile devices, etc.
• Skill using Commercial Off The Shelf (COTS) and Cloud deployments (SaaS), IT Service Management, and other tools for database and application release management.

Additional Considerations

• A combination of training, experience, or education in Computer Science, Information Systems or related field desired.
• Ability to interpret and apply policies at the local level.
• Ability to proactively identify solutions that leverage technology to improve service delivery or streamline business operations.
• Experience planning, analyzing, designing, developing or implementing information technology projects or systems for a large organization.
• Knowledge of Commonwealth and VITA IT policies and practices.
• PMP certification desired. Progressively responsible experience with system analysis, testing and troubleshooting.
