Job summary

Planate Management Group is seeking an experienced Construction Manager to support the EHRM Infrastructure Upgrades Project at the Hudson Valley Health Care System, FDR Veterans Affairs Medical Center, Montrose, NY. You will provide on-site construction management, coordinating with the COR, stakeholders and contractors to meet project requirements.

The role includes submittal and schedule management, field verification, RFIs, inspections, and closeout support.

Qualifications

Four-year degree in Architecture, Engineering, Construction Management or related field.
OSHA 30 certification within last 5 years.
Knowledge of VA policies, design standards and safety guidelines.
Ability to obtain NACI and VA PIV cards.
Must possess a valid US driver’s license.
Experience with hospital IT/Low Voltage infrastructure and healthcare construction is preferred.

Responsibilities

Coordinate submittal reviews and manage the submittal process to meet VA and project requirements.
Review and monitor construction schedules, milestones, workflow, deliveries, inspections, testing dates, and long-lead items.
Document, track, monitor RFIs and responses; coordinate related docs.
Perform field verifications and maintain as-built drawings; reflect changes.
Conduct routine inspections to verify contract compliance and identify non-conforming work.
Compile site observations, defects, and corrective actions; prepare reports and sketches.
Coordinate with General Contractor, stakeholders, and testing agencies for commissioning and closeout.
Assist in resolving issues, handling change orders, and supporting claims analysis and dispute resolution.
Support construction-related activities including cost estimate reviews and owner-furnished equipment coordination.

Job description

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking an experienced Construction Manager that will support the EHRM Infrastructure Upgrades Project at the Hudson Valley Health Care System, FDR Veterans Affairs Medical Center in Montrose, New York. You will provide on-site construction management support throughout the construction phase, working closely with the Contracting Officer Representative (COR), project stakeholders, and construction contractors.

Salary range for this position is $100,000 – 120,000/year (range varies depending on experience and qualifications).

This position is contingent upon contract award. If awarded, the contract will be one base year with one option year.

Key responsibilities:

Coordinate submittal reviews and manage the submittal process, ensuring proposed materials and methods comply with project specifications, VA standards, codes, and VA Medical Center requirements.
Review, monitor, and maintain construction schedules, tracking milestones, phasing, workflow, material deliveries, inspections, testing dates, and long-lead items.
Document, track, monitor, and coordinate Requests for Information (RFIs), responses, and other construction-related documentation.
Perform field verification and maintain as-built drawings, ensuring changes and modifications are accurately reflected throughout the project.
Conduct routine construction inspections to verify compliance with contract requirements, identify non-conforming work, and notify the COR of work requiring correction.
Compile and document site observations, defects, omissions, and corrective actions, and prepare observation reports, sketches, drawings, and modification narratives.
Coordinate with the General Contractor, project stakeholders, and testing agencies to support construction activities, commissioning, and project closeout.
Assist in resolving construction issues by recommending courses of action, providing troubleshooting support, and supporting claims analysis and dispute resolution.
Support additional construction-related activities, including change order administration, cost estimate reviews, owner-furnished equipment coordination, operational and maintenance data review, and closeout submittals, as required.

Qualifications to be successful in the role:

Graduate of Architectural, Engineering, Construction Technology, or Construction Management college curriculum four (4) year degree minimum and a minimum of 3 years of relevant construction management experience.
Construction Administration Professionals lacking a college curriculum may substitute the education requirement with an additional 3 years of relevant construction management experience.
Advanced knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation in the professional’s area of expertise.
OSHA 30 (or greater) certification within the last 5 years.
Knowledge of applicable professional practice standards, including The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), and VA policies and design standards.
Ability to obtain a favorable National Agency Check (NACI) and VA Personal Identity Verification (PIV) card.
Must possess a valid US driver’s license.

Relevant/Related Project Experience:

Experience with hospital Information Technology/Low Voltage Infrastructure construction or maintenance. Specific experience with Electronic Health Records Management Systems preferred.
Experience with design and construction of healthcare infrastructure to include heating, cooling, plumbing, electrical, emergency power, and special systems. Experience in VA Hospitals preferred.
Experience with campus site infrastructure, including all utilities, roadways, and parking; experience working in the state of Florida and demonstrated understanding of Florida specific considerations is preferred.
Experience with infection control during construction within active hospital settings.
Experience with project phasing to maintain hospital operations during construction to minimize disruption to patients and staff
Experience with commissioning hospital infrastructure systems
Familiarity with engineering and construction codes and standards, such as ASHRAE, NFP, Florida Building Code, NEC, etc. Familiarity with VA Design Guides/Manuals, Specifications, and other applicable standards preferred.
