The ideal candidate will bring Navy C4I expertise, hands-on training assessment experience, and a proven record in NAVWAR-related programs, with the ability to work independently on mission-critical tasks and communicate findings clearly to program offices and Fleet personnel.

Qualifications

  • 10+ years of relevant professional experience in systems analysis, Navy C4I systems, technical training assessments, Navy acquisition, or related activities.
  • Experience maintaining Navy C4I communications and information technology systems at sea aboard U.S. Navy ships and at shore sites.
  • Demonstrated ability to independently serve as a technical SME for Navy C4I systems, including communications, network, and data-link equipment.
  • Experience conducting technical training assessments or comparable training/system assessments of naval training systems and data.
  • Active TS/SCI clearance and current or previous JWICS access.

Responsibilities

  • Serve as a technical SME for Navy C4I systems, including communications, network, and data-link equipment.
  • Conduct Technical Training Assessments to ensure TTE/TD and training data reflect current Fleet configurations.
  • Develop SOPs, assessment templates, checklists, and documentation for Technical Training Assessments and reviews.
  • Perform QA reviews and prepare reports addressing FEA artifacts, NTSPs, TEEP, and TTAs per NAVWAR guidance.
  • Review program documentation to identify MPT impacts and evaluate training objectives and solutions.
  • Support NAVWAR in implementing MPT Technical Authority requirements.
  • Support SETRs and assess documentation to identify MPT risks, issues, and opportunities.
  • Develop and maintain templates and checklists for SETR processes.
  • Participate in classified SETR events and review documented materials as authorized.
  • Review formal system-training courses for quality and alignment with Fleet requirements.
  • Evaluate training materials and data supporting training aids.
  • Coordinate with NETC learning centers, program offices, and external providers for NAVWAR Training Assessment programs.
  • Plan training-site assessments to ensure training equipment represents operational Fleet systems.
  • Identify discrepancies, document findings, and communicate to Government stakeholders.
  • Prepare Training Assessment reports detailing findings, risks, and corrective actions.
  • Develop Fleet training surveys and interview Fleet personnel to improve training effectiveness.
  • Translate requirements into technical specifications and liaison among stakeholders.
  • Apply data management and visualization techniques to support assessments and program decisions.
  • Provide project-management support to Navy programs and apply Navy correspondence standards.

Sigma Defense is seeking a Senior Systems Analyst: Training Technical Assessments SME capable of walking into a Navy training site, understanding the operational C4I system and its installed Fleet configuration, assessing the training equipment/device and supporting technical data, identifying discrepancies, determining their impact on training effectiveness and readiness, and documenting technically credible recommendations for Government and program-office stakeholders.

The ideal candidate will have recent experience supporting NAVWAR programs and a strong working understanding of Navy C4I communications, networks, and data-link systems, coupled with experience conducting Technical Training Assessments, SETRs, MPT reviews, technical audits, or closely comparable Navy acquisition/training assessments.

The strongest candidate will combine three distinct backgrounds: Navy C4I technical expertise + Navy acquisition/systems analysis + training assessment experience.

This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements

Personnel Clearance Level

Essential Job Duties (not all-inclusive)
  • Serve independently as a technical subject matter expert for Navy Command, Control, Communications, Computers and Intelligence (C4I) systems, including communications, network, and data-link equipment.
  • Conduct Technical Training Assessments (TTAs) to evaluate whether Technical Training Equipment (TTE), Training Devices (TD), training materials, and technical data supporting NAVWAR systems are current, accurate, adequate, and representative of current Fleet configurations.
  • Develop and maintain Standard Operating Procedures (SOPs), assessment templates, checklists, and related documentation supporting Technical Training Assessments and technical reviews.
  • Perform quality-assurance reviews and develop reports addressing Front End Analysis (FEA) artifacts, Navy Training System Plans (NTSP), NTSP annual reviews/revisions, Training Effectiveness Evaluation Plans (TEEP), and Training Transfer Agreements (TTA) in accordance with current OPNAVINST 1500.76 guidance.
  • Review program technical documentation to identify Manpower, Personnel, and Training (MPT) impacts and apply analytical techniques to evaluate training objectives and solutions.
  • Support Government action officers in implementing MPT Technical Authority requirements.
  • Support NAVWAR System Engineering Technical Reviews (SETRs) and assess acquisition, technical, and training documentation to identify MPT risks, issues, and opportunities.
  • Develop and maintain review templates and checklists supporting traditional, rapid-IT, and other SETR review processes.
  • Participate in classified SETR events for selected programs, including review of classified acquisition-planning, technical, and training documentation as authorized.
  • Review formal system-training courses for technical quality, completeness, and alignment with Fleet requirements, including vendor-conducted training and third-party-developed training products.
  • Evaluate technical information supporting development of training materials, including computer software, curriculum, courseware, technical documentation, and training aids.
  • Support the NAVWAR Training Assessment Program, coordinating with Government assessment leads, program-office SMEs, Naval Education and Training Command (NETC) learning centers, assessors, and external training providers.
  • Plan and support training-site assessments to determine whether training equipment, training devices, technical data, and training materials accurately represent operational Fleet systems.
  • Identify technical discrepancies and deficiencies, document findings, prioritize corrective actions, track identified issues, and communicate findings to appropriate Government and program stakeholders.
  • Prepare written Training Assessment reports documenting findings, risks, technical deficiencies, and recommended corrective actions.
  • Develop and conduct Fleet training surveys to assess suspected training deficiencies and determine the effectiveness of NAVWAR training.
  • Interview Fleet personnel regarding job tasks, maintenance issues, training effectiveness, and operational requirements; organize and analyze collected data; prepare survey reports; and recommend training improvements.
  • Perform systems-management and integration functions, evaluate system capabilities and workflow limitations, and develop recommended solutions.
  • Translate user and operational requirements into technical requirements or design specifications and serve as a liaison among technical, acquisition, training, and Fleet stakeholders.
  • Apply data management, analysis, and visualization techniques in support of technical assessments and program decisions.
  • Provide project-management support to Navy acquisition programs and apply Navy correspondence requirements to assigned duties.
Salary Range

$115,000 - $155,000 annually.
