Position Summary

This Clinical Program Manager position provides direction and oversees staff members under the Wellness treatment program, which includes the Veterans Grant & Per Diem Treatment Program and Drug Medi-Cal Substance Use Disorder (SUD) program. Responsibilities include crisis support, clinical intervention, psychoeducation, behavior management, interpersonal and intrapersonal interventions, and therapeutic services (group and individual therapy, ASAM assessments, intakes, wrap-around support). Ensure implementation of evidence-based interventions (e.g., CBT). Provide training to clinical and non-clinical staff. Oversee clinical staff, including clinical interns, licensed clinicians, case managers, group facilitators, intake coordinators, and SUD counselors. Arrange clinical supervision for bachelor's level interns.

Essential Functions

  1. Oversee the Wellness Center Drug Medi-Cal (DMC) Program and Veteran Grant & Per Diem (GPD) Treatment Program, ensuring compliance with funder regulations, site visits, audits, and monitoring requirements.
  2. Become proficient in SAGE (SAPC/DMC e-health patient record system) and train staff on protocols and procedures.
  3. Assess treatment outcomes and develop strategies to improve client retention.
  4. Supervise and manage the Wellness Center Clinical Staff.
  5. Support processing referrals to mental health agencies for clients needing psychiatric care.
  6. Supervise or arrange supervision for bachelor's level interns at Bell Shelter.
  7. Coordinate mental health services with external providers.
  8. Complete all required documentation, including progress notes and confidentiality agreements.
  9. Serve as a liaison between mental health providers and shelter staff.
  10. Foster a therapeutic environment respecting clients' experiences.
  11. Maintain knowledge of community mental and primary health resources.
  12. Facilitate staff development and team cohesion.
  13. Conduct performance appraisals and address performance issues.
  14. Handle recruitment, hiring, training, and staff development.
  15. Host team meetings to address clinical issues and training.
  16. Manage staff scheduling, training, and coverage.
  17. Ensure clinical services are provided only by licensed personnel.
  18. Work with clients who may display challenging behaviors.
  19. Work some weekends, evenings, and holidays as needed.

Note: Due to licensing requirements, must be fully vaccinated and have received a booster shot or accept one within 15 days of eligibility. Covid-19 vaccination is required.

Minimum Qualifications

  • Master's Degree in Social Work, Marriage and Family Therapy, Professional Clinical Counseling, or related field; licensure required.
  • Alcohol and Drug Counselor Certification or License preferred.
  • Minimum 5 years experience working with homeless populations.
  • Minimum 5 years experience supervising staff.
  • Ability to meet deadlines, handle complex issues, and pay attention to detail.
  • CPR and First Aid certification, required to start and renewed every two years.

Skills, Knowledge & Abilities

  • Strong management, communication, and problem-solving skills.
  • Deep knowledge of evidence-based substance abuse and mental health treatments, including dual diagnosis.
  • Ability to plan, make decisions, and support staff.
  • Proficiency in Microsoft Office.
  • Ability to manage priorities and meet deadlines.
  • Work independently with minimal supervision.
