Dallas County is seeking a seasoned Business Analyst to provide strategic analysis to business partners. You will work with business units to understand strategy, processes, services, roadmap and the context in which the business operates, reviews processes end-to-end to identify risks and opportunities.

The role requires a Bachelor's in Business or Information Systems and five years of BA experience, with knowledge of SDLC, waterfall and agile methods.

Qualifications

  • Bachelor’s degree in Business, Information Systems or a related field.
  • Five years of job-related experience in business analysis.
  • Experience in business transformation, process management and PM practices preferred.
  • ITIL and/or Project Management certifications preferred.

Responsibilities

  • Interfaces with IT staff to design new programs, processes, projects and software.
  • Researches and prepares statistical reports for management decision-making.
  • Ensures alignment between user requirements, funding and system capabilities.
  • Leads project teams in defining systems requirements for multi-discipline projects.
  • Leads requirements analysis to ensure completeness, consistency and verifiability.
  • Produces project analysis documentation (BRD, use cases, UAT plans).
  • Conducts change impact analysis and documents business rules and requirements.
  • Identifies and facilitates process design changes for quality and data management.
  • Elicits requirements using interviews, surveys, and workshops.
  • Demonstrates up-to-date expertise in Information Systems and best practices.
  • Facilitates requirements prioritization based on business value.

Provides strategic business analysis services to business partners. Works closely with the business units to gain in-depth understanding of customer's business strategy, processes, services, roadmap and context in which the business operates. Reviews assigned business processes from end-to-end to identify and address operational, financial and technological risks.

Responsibilities
  • Interfaces and collaborates with other IT staff in the design of new programs, processes, projects and software. Assist other participants with analysis, validation, application testing, defect tracking, and training as needed. Interfaces with software project team members to assist in all aspects of business requirements and testing activities. Participates in the coordination and monitoring of software development activities. Assist with establishing test procedures and scripts.
  • Researches and prepares statistical reports using data from systems and surveys; consolidate information into cohesive and understandable deliverables for management decision-making.
  • Ensures alignment between user requirements, funding requirements, technical requirements, and system capabilities.
  • Leads project team of Business Analysts, Systems Programmers, and end-users in the definition of systems requirements, often for projects or programs using multiple technical disciplines.
  • Leads business requirements analysis, validation and verification, ensuring that requirements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable.
  • Provides project level analysis – producing required project analysis documentation (business requirements, scope matrix, use cases, sequence diagrams, future state proposals, UAT plan).
  • Conducts change impact analysis to assess the potential implications of changes and document business rules, functions, and requirements.
  • Identify, create and facilitate process design changes by conducting business and systems process analysis and design at a complex level; focusing on quality improvement and data management; ensuring data is reliable and valid; developing process improvements or re-engineering and recommending elimination; integrating new systems and processes with existing ones; and partnering with internal and external customers to ensure systems provided meet the long-term business strategies.
  • Elicits requirements using interviews, document analysis, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, competitive product analysis, task and workflow analysis, and/or requirements workshops.
  • Demonstrates up-to-date expertise in Information Systems and applies this to the development, execution and improvement of action plans by providing advice and guidance to others in the application of information and best practices.
  • Facilitates requirements prioritization based on business value.
  • Performs other duties as assigned.
Qualifications

Education, Experience and Training:

Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business, Information Systems or in a job related field of study. Master’s degree preferred. Five (5) years of job related experience. Experience in delivering business analysis and/or experience in one or more of the following areas: business transformation and optimization, business relationship management and business process management preferred. Business Analysis, ITIL, and/or Project Management certifications preferred.

Special Requirements/Knowledge, Skills & Abilities
  • Knowledge of business analysis, delivering software implementations and/or software development projects working in all phases of the SDLC utilizing waterfall and/or agile methodologies; knowledge of customer management.
  • Knowledge of existing, new and emerging technologies and ability to practically apply them to new business designs and business models to achieve targeted business outcomes.
  • Knowledge in all aspects of designing and constructing business capabilities, value streams, business processes, and organizational structures.
  • Knowledge of facilitation of projects and products, and organization change management.
  • Knowledge of metrics development.
  • Knowledge of business process management, workflow and integration methods and tools.
  • Skill in using Microsoft Office, Visio, and Project; have familiarity with MS Teams and SharePoint.
  • Ability to demonstrate analytical and conceptual skills.
  • Ability to demonstrate statistical and information analysis skills.
  • Ability to create original concepts and theories for a variety of projects.
  • Ability to establish and maintain a high level of customer trust and confidence.
  • Ability to analyze project and product needs and determine resources needed to meet objectives and solve problems
  • Ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public.
  • Ability to be innovative with aptitude for foresight, and design and systems thinking.
  • Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.

Physical/Environmental Requirements

Physical requirements include occasional lifting/carrying of 5-10 lbs.; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to handling, walking, sitting, standing, bending and reaching to perform the essential functions.
