Defines and implements enterprise architecture frameworks to align technology solutions with Dallas County’s strategic IT objectives. Provides technical leadership in designing, integrating, and optimizing applications, infrastructure, cloud environments, databases, and security systems. Ensures that IT investments support business goals while maintaining security, scalability, and operational efficiency.
Defines technical standards, frameworks, and enterprise architecture best practices. Oversees solution design and implementation across multiple IT domains. Ensures all IT solutions align with scalability, security, and compliance mandates. Optimizes system performance and enhances end-to-end service delivery. Provides technical guidance for large-scale modernization and digital transformation efforts. Leads cross-functional IT teams in adopting cloud-first, scalable, and cost-effective architectures. Establishes governance frameworks to ensure IT compliance, risk mitigation, and regulatory adherence. Develops and implements technology roadmaps, architectural blueprints, and IT strategies. Identifies and mitigates architecture-related risks and performance bottlenecks. Drives cloud adoption strategies, infrastructure automation, and DevOps integration. Develops enterprise-level solution designs that integrate applications, infrastructure, and cloud services. Ensures high availability, disaster recovery, and business continuity solutions meet County needs. Aligns architecture decisions with emerging technology trends and business priorities. Works with engineering teams to implement best practices for system integration and security. Monitors and improves IT service quality, reliability, and performance through data-driven insights. Establishes KPIs and performance benchmarks to track solution efficiency and effectiveness. Promotes automation, AI-driven analytics, and process optimizations to enhance IT operations. Ensures best practices for IT service management (ITSM) and incident response frameworks. Participates in IT risk assessments and compliance reviews. Mentors and develops Solution Architects, engineers, and technical teams. Provides leadership in technical upskilling, training, and knowledge-sharing initiatives. Develops and enforces enterprise architecture governance frameworks. Fosters a culture of collaboration, innovation, and excellence in IT design. Engages with executive leadership, IT Directors, and department heads to align IT strategy. Acts as a key advisor on IT investments, system modernization, and digital initiatives. Communicates architecture decisions and technical roadmaps to non-technical stakeholders. Establishes partnerships with external vendors, industry leaders, and peer organizations. Performs other duties as assigned.
Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or job-related field of study. Six (6) years of IT experience, with 2 years in a solution architecture or technical leadership role. Certifications (Preferred): • AWS Certified Solutions Architect, Microsoft Azure Architect, or Google Cloud Architect • TOGAF or other enterprise architecture certifications • ITIL Intermediate or Advanced Certification Special Requirements/Knowledge, Skills & Abilities: • Knowledge of enterprise IT architectures, cloud computing, and data integration • Knowledge of communication skills to engage executive leadership and technical teams • Ability to influence County-wide technology decisions and drive innovation • Skill in strategic thinking with the ability to balance technical feasibility with business priorities • Skill in leadership, mentoring, and coaching abilities to grow IT talent • Ability to work in a fast-paced, evolving technology environment Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Individuals must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.” Physical/Environmental Requirements: Occasional travel to County sites, vendor meetings, conferences, and industry events.
