This is an Exempt to Permanent recruitment in accordance with Class-Based Test (CBT) Civil Service Rules. This recruitment is only open to current exempt employees of the City and County of San Francisco, San Francisco Unified School District, or San Francisco City College, working within the 0931 Manager III classification.

JOB DESCRIPTION

Under general administrative direction, incumbents in this class function as senior managers operating within a broad policy framework and typically manage a division of a medium/large department. They assume responsibility for a functional area of service; coordinate and implement program planning; define organizational structure, staffing, resource allocation, and future needs. They interface with all managerial levels of city/county government and outside agencies, serving as division or department representatives in meetings involving policies or procedures, and perform related duties as required.

Supervision Exercised: Managers in this class typically manage mid-level staff or line managers.

Examples of Important and Essential Duties:

  1. Plan, monitor, evaluate, and supervise a city department division; coordinate subdivisions; advise section managers; resolve problems; make or recommend policy and operational decisions.
  2. Develop and maintain procedures and controls for effective division operation; coordinate activities across divisions; assist in setting departmental goals, policies, and priorities; determine resource allocation.
  3. Analyze reports; direct report preparation; gather and analyze data to evaluate processes.
  4. Coach and monitor subordinates to improve performance.
  5. Allocate resources to meet goals within budget; adjust plans for emerging programs while addressing major priorities.
  6. Evaluate the effectiveness of service delivery, organizational structure, staffing, and financial systems; recommend and implement improvements.
  7. Serve as liaison with City/County staff, officials, and outside agencies; explain policies and negotiate complex issues.
  8. Plan and direct major projects or programs spanning multiple sections; research technical issues; recommend solutions.
  9. Participate in budget development; oversee division budget; monitor expenditures; prepare reports; warn of potential cost overruns.

Applicants must meet minimum qualifications by the final filing date:

  1. Current Category 16, 17, or 18 Exempt Employee in Class 0931 with at least 2,080 hours in class 0931.
  2. Baccalaureate degree from an accredited college or university.
  3. At least five (5) years of professional experience, including three (3) years supervising professionals (except for public safety and trades).

Substitution:

  • Additional experience may substitute for the degree on a year-for-year basis (up to 2 years).
  • A Juris Doctorate (J.D.) or Master’s degree may substitute for one (1) year of experience.

Verification: Verification of education and experience may be required at any stage.

Special Requirements: Specific knowledge, abilities, education, experience, or licenses may be required for individual positions.
