Leads the modernization of IT architecture, development of enterprise data and AI platforms, and delivery of digital capabilities to improve services, decision-making, and innovation across all departments. Management Scope: Manages exempt staff.

Responsibilities

  • Defines and executes enterprise architecture and data strategies that align with Dallas County’s business, security, and modernization goals. Leads the County’s transition to modular, API-driven, scalable digital services platforms. Drives the development of cloud-native architecture standards and hybrid deployment models. Champions data democratization, analytics maturity, and responsible use of AI and automation. Guides development of digital services that improve citizen access, service delivery, and government transparency. Aligns enterprise architecture with budgeting, procurement, cybersecurity, and operational strategies. Partners with the CIO and executive leaders to define innovation priorities and emerging technology adoption. Leads architecture reviews, data product planning, and Countywide modernization initiatives. Aligns digital transformation efforts across software, infrastructure, and end-user platforms. Creates a shared architectural vision across departments that balances agility, control, and impact. 2. Oversees design, governance, and lifecycle of enterprise platforms, integration frameworks, and shared services. Ensures scalable, secure, and high-performance architecture that supports 24/7 County operations. Guides the implementation of enterprise data platforms, business intelligence, and AI tools. Promotes shared standards for application development, systems integration, and user experience. Integrates DevOps, CI/CD, and platform-as-a-service (PaaS) practices across technical teams. Partners with infrastructure and security leaders to ensure performance, availability, and compliance. Leads digital product development teams in collaboration with business stakeholders. Supports analytics-driven operations and the deployment of self-service and AI-based tools. Monitors technical debt, system health, and roadmap alignment across platforms. Standardizes architectural and technical design documentation for enterprise programs. 3. Defines enterprise architecture frameworks and ensure alignment with security, legal, and compliance standards. Establishes and leads architecture review boards and technical design governance forums. Guides the implementation of data governance, data quality, and metadata standards. Ensures AI and data science initiatives comply with ethical use, privacy, and transparency principles. Collaborates with legal and cybersecurity teams on policies related to APIs, data sharing, and third-party access. Reviews and approves system designs for strategic or enterprise-impacting projects. Defines standards for data lineage, platform interoperability, and API security. Ensures proper documentation, auditability, and accountability for data and system architecture. Provides technical oversight for procurement processes involving system architecture or analytics platforms. Promotes best practices for responsible digital innovation and public-sector data ethics. 4. Defines and monitors KPIs for architecture maturity, data availability, and digital adoption. Guides performance benchmarking of enterprise systems and platforms. Implements feedback loops to improve data product quality, API usage, and user satisfaction. Leads enterprise efforts to reduce duplication, technical debt, and inefficiency. Supports continuous learning and technology evolution through innovation labs and POCs. Ensures analytics and AI models are monitored for performance, equity, and bias. Promotes data-driven decision-making through accessible dashboards and tools. Measures digital engagement metrics and optimizes digital experiences based on behavior and feedback. Conducts architectural health assessments and modernization roadmapping exercises. Fosters a culture of experimentation and evidence-based innovation. 5. Leads a multidisciplinary team of enterprise architects, data engineers, analytics developers, and digital product designers. Defines workforce strategies to support architecture, data, and digital capabilities at scale. Builds high-performing teams that foster innovation, inclusion, and customer focus. Provides technical mentorship, training opportunities, and career development pathways. Cultivates a shared vision across architecture and digital teams. Promotes cross-functional collaboration, agile ways of working, and knowledge sharing. Ensures succession planning and pipeline development for critical technical roles. Recognizes contributions and create opportunities for staff to lead transformation initiatives. Fosters a culture of engineering excellence and design thinking. Sets clear expectations for performance, innovation, and service orientation. 6. Serves as the enterprise architecture and data strategy leader in executive and governance forums. Engages with department directors to understand business capabilities and technology gaps. Aligns architecture and data strategy with budget planning, program design, and policy priorities. Collaborates with internal and external partners to implement cross-agency platforms and integrations. Partners with public health, justice, and human services to define use cases for AI and analytics. Leads collaborative design workshops and technology roadmapping sessions with departments. Represents Dallas County in regional and national data and digital government forums. Develops executive communication artifacts such as roadmaps, dashboards, and strategy briefings. Builds a shared understanding of the value and risk of data and digital investments. Promotes a unified, people-centered approach to digital service delivery. 7. Performs other duties as assigned.

Qualifications

Minimum Qualifications: Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Computer Science, Data Science, Engineering, or job-related field of study. Master’s degree in Enterprise Architecture, Information Systems, Public Policy, or a technical MBA preferred. Eight (8) years of experience in IT, including five (5) years leading enterprise architecture, data strategy, or digital platforms. Certifications (Preferred)

  • TOGAF, Zachman, or other architecture framework certifications
  • Azure, AWS, or GCP cloud certifications (e.g., Solutions Architect, Data Engineer)
  • Certified Analytics Professional (CAP), Data Governance Professional (DGSP), or AI/ML certifications
  • PMP, SAFe, or Agile leadership credentials Special Requirements/Knowledge, Skills & Abilities:
  • Knowledge of modern architecture patterns, data platforms, AI governance, and digital product strategy
  • Ability to translate business strategy into technical solutions with measurable value
  • Knowledge of executive-level communication, facilitation, and leadership presence
  • Skill in vision-setting, team development, and cross-agency collaboration capabilities
  • Ability to commit to ethical data use, transparency, and public sector innovation
  • Skill in building and scaling cloud platforms, analytics systems, or shared digital services.
  • Skill in leading architecture or data modernization efforts in complex, multi-agency environments.
  • Skill in platform integration, system design, and cross-functional technology alignment.
  • Skill in managing enterprise APIs, data pipelines, and self-service BI or AI platforms.
  • Knowledge of government, healthcare, or regulated data environments.
  • Ability to influence executives, manage cross-functional programs, and deliver innovation at scale. Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Individuals must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.” Physical/Environmental Requirements: Occasional travel to County sites, vendor meetings, conferences, and industry events. Ability to work in a fast-paced, evolving technology environment.
