Responsibilities

Designs, implements, and maintains complex software features and integrations. Leads sprint-level delivery planning, execution, and retrospectives. Ensures consistent implementation of secure, performance, and maintainable code. Supports continuous delivery through automated testing and CI/CD pipelines. Conducts advanced code reviews and guides teammates on best practices. Monitors and optimizes system performance, scalability, and reliability. Coordinates with QA to ensure robust test coverage and defect resolution. Resolves high-priority bugs, production incidents, and system degradations.

Participates in architectural planning and proposes scalable technical designs. Decomposes business requirements into technical specifications and implementation plans. Identifies cross-team dependencies and leads coordination for shared components. Contributes to product roadmap discussions by estimating complexity and technical feasibility. Ensures alignment of new features with platform strategies, patterns, and standards. Anticipates technical debt and proactively plan for refactoring or modernization. Creates and maintains system diagrams, documentation, and release plans. Collaborates with UX, product, and operations to deliver comprehensive user-centered solutions.

Establishes and enforces software quality and coding standards within teams. Promotes and models test-driven development, CI/CD practices, and code coverage goals. Tracks and resolves system-level issues, performance bottlenecks, and integration gaps. Leads or contributes to internal technical audits, retrospectives, and improvement plans. Helps define success metrics for feature delivery, scalability, and maintainability. Ensures adherence to accessibility (WCAG), cybersecurity, and compliance guidelines. Supports documentation of workflows, APIs, and business logic. Champions a culture of engineering excellence, accountability, and innovation.

Serves as a technical point of contact for product owners, analysts, and designers. Coordinates with infrastructure, DevOps, security, and database teams for integrated delivery. Mentors and supports junior and mid-level engineers in solving technical challenges. Represents the engineering team in stakeholder demos, reviews, and planning sessions. Works with vendors and third-party partners on system interfaces and service agreements. Supports end-user training, rollout planning, and adoption monitoring for new products. Fosters collaboration between development and operations (DevOps mindset). Actively participates in Agile ceremonies and cross-team planning activities.

Leads internal workshops, brown bags, or learning sessions on emerging technologies. Contributes to open-source, internal tools, or reusable frameworks that increase efficiency. Stays up to date with industry trends in cloud, DevOps, data architecture, and security. Builds a network across County technical teams to share knowledge and collaborate. Supports onboarding of new developers and contributes to training materials. Serves as a role model for excellence in public service technology delivery.

Translates technical concepts for non-technical stakeholders in a clear and accessible way. Supports estimation, planning, and delivery tracking for executive and stakeholder visibility. Coordinates release readiness activities with product and support teams. Provides input on policy or operational impacts of technical design decisions. Ensures stakeholder requirements are implemented in a way that balances user experience and technical feasibility. Participates in technology working groups or governance forums. Provides documentation, reports, or demos as needed for leadership, procurement, or compliance. Advocates for the needs of residents, internal users, and service providers in all solution design.

Qualifications

Minimum Qualifications:

Education, Experience And Training

Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Computer Science, Software Engineering, or in a job‑related field of study. Five (5) years of related work experience in professional software development.

Certifications (Preferred)
  • Microsoft Certified: Azure Developer Associate, AWS Developer Associate, or similar cloud certification.
  • DevOps Foundation Certification.
Special Requirements/Knowledge, Skills & Abilities

Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.

  • Knowledge of RESTful API development and integration, and database design.
  • Knowledge of containerization (Docker, Kubernetes) and cloud-native applications.
  • Excellent debugging and performance tuning skills.
  • Ability to design and implement enterprise-wide solutions with scalability in mind.
  • Skill in automating deployment pipelines and infrastructure management.
Physical/Environmental Requirements

Occasional travel to County sites and industry conferences. Ability to work in a fast-paced, evolving technology environment.
