Job summary

Asian Development Bank (ADB) seeks a Senior Private Sector Development Officer based in the Türkiye Resident Mission, Ankara. You will serve as the focal point for private sector development, engaging with the Country Director and TURM leadership on policy dialogue and priority opportunities.

Qualifications

  • Bachelor's degree or equivalent in business or finance related field; master's degree preferred.
  • At least 8 years of relevant professional experience in private sector development, infrastructure/ project finance, financial institutions, or related areas; 4 years supervisory experience.
  • Demonstrated expertise in private sector development, investment and capital mobilization, market development and institutional strengthening.
  • Familiarity with multilateral bank operations, financing products, PPPs, country programming and sovereign/nonsovereign operations.
  • Proficiency in English and Turkish (written and spoken).
  • Ability to build and manage strategic relationships with government agencies, financial institutions and development partners.
  • Two years of relevant experience outside ADB within the past five years. TL6 competency alignment referenced.

Responsibilities

Organizational Setting and Reporting Relationship

The position of Senior Private Sector Development Officer is assigned to the Private Sector and Development Unit (CWPS) of the Central and West Asia Department (CWRD). You will be based at our Türkiye Resident Mission Office in Ankara, Türkiye.


You will report to the Regional Head, Private Sector Development Unit (CWPS), and the Country Director (CD), TURM, and may supervise junior team members.


Your Role

As a Senior Private Sector Development Officer, you will be the Türkiye Resident Mission's focal point for private sector development. You will work with the Country Director and TURM leadership in early-stage engagement and policy dialogue with the government on private sector development priorities and opportunities. You will advance ADB's efforts to promote private investment, private capital mobilization, and private sector participation in Türkiye through upstream, midstream, and downstream private sector development activities.


You will work closely with relevant ADB departments and solution groups, sovereign and nonsovereign operations teams, government counterparts, development partners, financial institutions, and private sector stakeholders to identify, develop, implement, and monitor private sector development initiatives, nonsovereign operations, investment opportunities, advisory activities, and innovative financing solutions. The role also includes supporting policy dialogue, promoting enabling environment reforms, institutional strengthening, sovereign and nonsovereign operations collaboration and market-building and institutional development interventions that can contribute to future investment and advisory operations.


You Will


  • Work on the identification, development, processing, implementation, and evaluation of nonsovereign operations, sovereign-nonsovereign collaboration opportunities, projects and other interventions to promote innovative financing solutions, private investment, private capital mobilization, and private sector participation in Türkiye.

  • Identify and grow early-stage private sector development opportunities, including policy, institutional, market-building, project development, and business origination activities that can contribute to future investment and advisory operations.

  • Collaborate with relevant ADB departments, resident missions, sovereign and nonsovereign operations teams, government agencies, development partners, financial institutions, and private sector stakeholders to identify, develop, and advance private sector development opportunities and innovative financing solutions that promote private investment, private capital mobilization, market development, and private sector participation including through stronger sovereign and nonsovereign operations collaboration and a One ADB approach.

  • Work with the Country Director and TURM leadership in policy dialogue with government agencies, development partners, financial institutions, and private sector stakeholders to promote private sector development, private investment, public-private partnerships, and enabling environment reforms.

  • Contribute to private sector development strategies, operational diagnostics, sector and market assessments, and cross-sector linkages to identify opportunities for private investment, market development, and capital mobilization and nonsovereign operations.

  • Contribute to the preparation and implementation of technical assistance projects, knowledge products, and regional initiatives supporting private sector development, market creation, and private capital mobilization.

  • Contribute to the development of country private sector development priorities, including inputs to country partnership strategies, sector and market assessments, private sector diagnostics, and related analytical work.

  • Lead knowledge sharing activities, including workshops, seminars, conferences, training programs, and preparation of knowledge products in collaboration with relevant ADB departments.

  • Build and maintain strong relationships with government agencies, private sector clients, financial institutions, business associations, development partners, consultants, and other stakeholders to help identify and advance new opportunities including opportunities for nonsovereign operations and sovereign and nonsovereign operations collaboration.

  • Lead the selection and management of individual consultants and consulting firms, including preparation of terms of reference and oversight of consulting assignments related to private sector development, public-private partnerships, and innovative financing solutions.

  • Provide leadership and support to reporting staff, where applicable, including work planning, performance monitoring, coaching, and staff development.

  • Perform other tasks as assigned and reflected in your workplan.


You will need:


  • Bachelor's degree or equivalent, in business or finance related field preferably with master's degree or equivalent.

  • At least 8 years of relevant professional experience is required in fields such as private sector development, infrastructure and project finance, financial institutions, investment banking, transaction advisory, public-private partnerships, management consulting, or related areas. This experience includes working with governments, private sector clients, development partners, or international organizations including experience identifying, structuring, or supporting implementation of nonsovereign or private sector operations. Additionally, 4 years of supervisory experience is necessary.

  • Demonstrated expertise in private sector development, private investment and capital mobilization, market and institutional development, infrastructure and financial sector operations, innovative financing solutions, or related areas.

  • Familiarity with multilateral bank operations, financing products, technical assistance, public-private partnerships, private capital mobilization, country programming and sovereign and nonsovereign operations.

  • Written and verbal proficiency in English and Turkish.

  • Demonstrated ability to build and manage strategic relationships with government agencies, financial institutions, private sector clients, and development partners.

  • Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

This opening is a local staff position. It is open only to nationals and permanent residents of Türkiye.


This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.


This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
