The Project Associate will assist the Project Manager in the implementation of the EU Partnership for Local Climate Action in Türkiye project. Responsibilities include supporting project planning, implementation, reporting, and liaising with stakeholders to ensure timely and efficient delivery of project activities focused on climate change adaptation and local climate action.
Responsibilities
- Support the preparation of Annual Work Plans (AWPs) and budgets of the Project.
- Provide general administrative support to ensure smooth running of project management.
- Provide project logistic support for trainings, workshops, stakeholder consultations, and study tours.
- Support budget expenditure control by preparing payment and travel documents and reviewing financial reports.
- Control usage of non-expendable equipment and maintain inventories.
- Maintain regular contact with project experts and consultants.
- Provide English translation as required.
- Arrange travel, visa support, transportation, and accommodation for foreign experts.
- Support implementation and monitoring of site-based joint activities with local stakeholders.
- File and archive all relevant correspondence and project documents.
- Plan and organize implementation of project activities according to AWP and budget.
- Organize Project Steering Committee meetings, project meetings, reviews, site visits, and events.
- Monitor timetable and performance of contractors and propose corrective actions.
- Prepare inputs to APR and compile project reports including monthly, quarterly, donor, and final reports.
- Draft correspondence, notes, briefs, and other documentation.
- Prepare procurement related documents such as ToR, RFP, RFQ, ITB.
- Assist in evaluation of bids and offers and selection of experts and consultants.
- Prepare documents related to HACT framework such as Direct Payments (RDPs).
- Assist in formulation of expectations, duties, and deliverables of experts and companies.
- Support review and feedback on technical reports submitted by contractors.
- Ensure deliverables submitted by contractors align with defined ToRs.
Requirements
- Secondary education is required, or Bachelor's degree in business administration/economics, engineering, political/social sciences, city and regional planning, climate change, environmental sciences, or related fields will be given due consideration, but it is not a requirement.
- A minimum of 7 years (with high school diploma) or 4 years (with bachelor’s degree) of progressively responsible administrative experience is required.
- Excellent command of Microsoft Office, Windows-based applications.
- Proven 1 years of technical experience in climate change adaptation/local climate action planning/vulnerability risk assessment.
- Experience in project cycle management.
- Experience in working with or coordinating among public institutions, municipalities, civil society organizations and/or academia, donors.
- Experience in working with or coordinating among consultants or experts.
- Experience in organizing and coordinating events and activities including planning, organizing logistics, and preparing documentation for hybrid, in-person, and online formats.
- Experience in supporting monitoring project progress or maintaining workplans, and supporting results-based reporting.
- Experience in supporting review of technical documentation.
- Fluency in written and spoken Turkish and English is required.
