Job summary

Global Roles is seeking an experienced Programme Officer to support a project on Promoting Sustainable and Socially Inclusive Labour Market Integration in Ankara. The role involves coordinating activities, liaising with authorities and UN partners, and ensuring high-quality reporting and documentation.

You will work with migrants and vulnerable groups, monitor budgets, and provide guidance to junior staff, in a multi-cultural setting with Turkish and English language requirements.

Qualifications

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field.

Responsibilities

  • Assist in the implementation and monitoring of project activities.
  • Retrieve, compile, summarise, analyse, and present information/data on specific project topics.
  • Monitor budget by verifying availability of funds, obtaining necessary approval and updating budget-related information.
  • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organisational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions.
  • Draft status reports, identify shortfalls, bring them to the attention of the supervisor and suggest remedial actions to address delivery gaps.
  • Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
  • Respond to complex information requests and inquiries, set up and maintain files/records, and organise meetings, workshops and training sessions.
  • Participate in meetings and conferences to assist in coordinating implementation activities with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to the project.
  • Assist in monitoring work of Implementing Partners (IP) and report non-compliances to the supervisor.
  • Provide guidance/training to new/junior staff.
  • Perform such other relevant duties as maybe assigned.

Job description

Under the direct supervision of the Senior Programme Coordinator in Ankara, the incumbent will support and coordinate the achievement of project objectives and results, ensuring successful day-to-day implementation of activities under the "Promoting Sustainable and Socially Inclusive Labour Market Integration" project.

Requirements
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution.
  • Three years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.
  • In-depth knowledge of migration and displacement-related issues and programmes.
  • Strong understanding of UN systems, project management, and donor-funded programming.
  • Knowledge of financial regulations, budgeting, and compliance requirements.
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong report writing, drafting, and presentation skills.
  • Effective communication and stakeholder engagement abilities.
  • Fluency in Turkish and English (oral and written) is required.
  • Working knowledge of Arabic is advantageous.
