Project Overview

Nicholas O’Dwyer is providing Technical Assistance and Supervision services for a key water and wastewater infrastructure projects across the Gaziantep, Adıyaman, and Kilis provinces in Turkey. The programme includes the design, construction supervision, and operational planning of drinking water and wastewater treatment plants, pumping stations, and network rehabilitation. The work places a strong emphasis on sustainability, institutional capacity building, and resilience.

About The Role

Nicholas O'Dwyer is seeking an Institutional Capacity Expert & Technical Capacity Coordinator in implementing tailored training programmes, institutional reform, and capacity assessments. This role will involve the design and implementation of technical assistance plans to improve operational efficiency, administrative structure, and service delivery.

Main Duties And Responsibilities
  • As an Institutional Capacity Expert & Technical Capacity Coordinator, working in collaboration as part of a larger team is essential for this role.
  • Will hold overall responsibility for coordinating and delivering technical assistance to improve WUD operational and financial performance.
  • Take ownership and lead on institutional needs assessments, training programme design, and capacity development initiatives.
  • Responsible for liaising with stakeholders to align technical assistance with strategic priorities.
  • Support with performance benchmarking, organisational development, job description design, and reporting frameworks.
  • Responsibility to maintain regular updates and communicate progress to the client and other stakeholders.
  • Responsible for supporting and guiding project teams in implementing capacity building methodologies.
  • Maintaining a culture of continuous improvements across all aspects of the working environment and projects.
  • To ensure maximum flexibility and to reflect the Company's evolving needs, additional tasks and responsibilities will form part of this role as it evolves.
Knowledge, Skills And Experience Required
  • A 3rd level degree in Engineering, Public Administration, Economics, or related discipline is required.
  • Minimum of 8 years' professional experience and minimum of 3 years in institutional strengthening and technical capacity building in Water or Wastewater infrastructure projects.
  • Proven experience developing and implementing capacity development plans in line with EU or IFI-funded project requirements.
  • Experience in EU or other international funded projects.
  • Strong familiarity with benchmarking, FOPIP development, and asset management planning is highly desirable.
  • Proven ability and interest to support and develop project teams in institutional development best practices.
  • Competent in office packages, Microsoft, excel PowerPoint etc.
  • Good time management skills, with the ability to prioritise work and manage many tasks concurrently.
  • Excellent clear and concise communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team.
  • You will have an agile and “Can Do” mindset.
