Job summary

IOTA GROUP is seeking an experienced Commissioning ICSS Engineer to lead instrumentation and ICSS commissioning on major upstream facilities. You will coordinate vendors and contractors, ensuring safe energisation, loop testing and system integration in alignment with project schedules.

The role requires 15+ years in Oil & Gas, strong knowledge of ICSS, metering and cybersecurity testing, and the ability to work with clients and contractors across phases and sites.

Qualifications

• 15+ years in Oil & Gas projects focusing on instrumentation and ICSS.
• Experience with major ICSS vendors and metering equipment.
• Experience in functional analysis preparation and review, SIF and cybersecurity testing.
• Knowledge of structured commissioning methodologies and completion management software.
• Able to work with client, contractor and vendor personnel.

Responsibilities

• Supervise instrumentation and ICSS commissioning on site in line with HSE standards, specifications and schedule.
• Coordinate vendors and contractors for safe energisation, loop testing and functional testing of ICSS.
• Monitor progress, manage punch list clearance and keep documentation up to date.
• Support the Completion Coordinator in reaching RFC, RFSU and handover milestones.
• Attend daily coordination meetings and align with interfacing commissioning teams (gas processing, pipelines).
• Capture and share lessons learned.
• Dimensions and accountabilities: Responsible for commissioning of all instrumentation and ICSS systems: analysers, metering, ESD, F&G, SCADA, HIPS and PLCs.
• Supervise the Commissioning ICSS Engineer and Commissioning Instrumentation Supervisor (possibly a Telecom Engineer).
• Ensure ICSS integration across packages, including interface testing, HART diagnostics and inter-trip logic validation.
• Obtain commissioning validation of fiscal/custody transfer meters from local authorities.
• Ensure systems meet all technical and documentation requirements for handover.

Job description

• Industry: Oil & Gas, upstream full field development
• Scope: New central processing facility and associated field packages; EPCC contract value approx. USD 1.1 billion; commissioning site workforce approx. 150-200
• Location:
  • Preparation phase: EPCC contractor office, Istanbul, Turkey (option: UAE), resident
  • Execution phase: Construction site, Basra region, Iraq, rotational
• Missions: 3 one-week missions to Iraq per year during preparation; possible missions to UK, UAE, Turkey and vendor/supplier factories (incl. India)
• Duration: 2 years, renewable
• Reports to: Commissioning Manager (preparation) / Commissioning Site Lead (execution)

Job Description

Preparation phase

• Review and validate instrumentation and ICSS commissioning procedures, check sheets and test plans
• Ensure the completion management database is correctly populated for instrumentation and ICSS systems and interfaces
• Coordinate with package leaders, vendors and contractors to plan FATs, loop testing and system integration
• Take part in risk assessments; ensure cybersecurity and SIL requirements are built into commissioning plans
• Support definition of system boundaries and interface logic between ICSS components across packages
• Ensure readiness of temporary systems and tools for I&C and ICSS commissioning
• Engage early with Field Operations for alignment and knowledge transfer

Qualifications

• Degree in Engineering
• 15+ years in Oil & Gas projects with a focus on instrumentation and ICSS
• Experience with major ICSS vendors and metering/custody transfer equipment
• Experience in functional analysis preparation and review, SIF and cybersecurity testing
• Knowledge of structured commissioning methodologies and completion management software (highly recommended)
