Responsibilities

  • Research and summarize information to determine reasonable unit cost for budgetary purposes.
  • Analyze market rates at least twice yearly for budget variance checks.
  • Notify project manager 3 months in advance for surplus balance and budget revisions.
  • Create and maintain proper filing system of project documents.
  • Coordinate with project manager to ensure costs are charged against budget lines.
  • Assist budget tasks in PULSE for staff projects.
  • Forecast expenditure with PM to ensure timely budget utilization.
  • Monitor financial reports to verify alignment with budget and donor templates.
  • Keep records and notify managers on interim and final donor report due dates.
  • Coordinate with procurement and operations for end-of-project commitments.
  • Prepare interim/final financial reports using donor/IOM templates.
  • Mail correspondence with IOM HQ/Manila and other missions for transactions.
  • Perform any other duties as assigned.

Organizational Context and Scope
Responsibilities

Under the overall supervision of Senior Resource Management Officer in Ankara and the direct supervision of National Budget Officer, the Senior Finance Assistant will be responsible for the following duties:

  • Research, compile and summarize information to be used for determination of reasonable unit cost for budgetary purpose.
  • Analysis market rate at least twice in a year to see variance in budget rate.
  • Notify project manager minimum 3 months in advance for any surplus balance foreseen in S&O budget heading for necessary budget revision or alternative way to burn the budget.
  • Create and maintain proper filing system of project documents.
  • Coordinate with project manager to ensure cost is correctly charged against budget line.
  • Assist the NBO for the staff projectization tasks in PULSE.
  • Forecast expenditure in coordination with PM to ensure budget utilization is in timeframe of project.
  • Monitor financial report to verify if expenditure is in line with approved budget and eligibility of cost charged in project using donor reporting template.
  • Keep record and notify project manager on interim and final financial report due date to donor.
  • Coordinate and follow up with procurement department, operations department for clearance of commitments due on/before closing of project end period.
  • Prepare interim/final financial report using donor/IOM template before due date to donor.
  • Mail correspondence with IOM HQ/Manila, other IOM mission worldwide and counter parts for necessary transactions.
  • Perform any other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
  • University degree in Accounting, Finance or Public Administration or a related field from an accredited academic institution, with at least four years of relevant professional experience
  • Completed High school degree from an accredited academic institution, with at least six years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience
  • Experience in financial management, budgeting, and systems review
  • Experience in accounting, finance, banking, and treasury
Skills
  • Excellent computer skills - Word, Excel, and Internet
  • Strong interpersonal and communication skills
Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Fluency in English, Turkish is required.
