Elitez Pte Ltd is seeking a qualified WSHO cum ECO to oversee safety, health, and environmental compliance at our construction site. You will work with the Project Manager to ensure statutory, safety, and environmental requirements are met per Singapore regulations and company standards.

We are seeking a qualified WSHO cum ECO to oversee workplace safety, health, and environmental compliance at our construction site. The successful candidate will work closely with the Project Manager to ensure all statutory, safety, and environmental requirements are met in accordance with Singapore regulations and company standards.
Assist the Project Manager in implementing and maintaining the Site Safety Management System to ensure a safe and healthy work environment.
Implement, monitor, and enforce the Permit-to-Work (PTW) system; promptly report unsafe or incompatible works.
Act as Secretary to the Project Workplace Safety & Health (WSH) Committee, including organizing meetings, preparing minutes, and tracking follow-up actions.
Conduct regular site inspections to ensure compliance with WSH Acts, Regulations, and internal safety rules.
Recommend corrective and preventive actions for safety and environmental non-compliance and follow up on implementation.
Stay updated on statutory safety and environmental requirements and brief site management accordingly.
Investigate accidents, incidents, and dangerous occurrences, and recommend measures to prevent recurrence.
Liaise with MOM, NEA, and other relevant authorities on safety, environmental, and vector control matters.
Conduct safety training, toolbox meetings, and organize safety promotional activities.
Maintain proper documentation and records for MOM, NEA, ISO, and audit inspections.
Support compliance with ISO 9001, ISO 14001, and ISO 45001 standards.
Participate in risk assessments, safety program reviews, and evaluation of site safety measures.
Prepare and implement the Site Environmental Control Programme (ECP) and ensure workforce awareness of environmental health standards.
Inspect facilities and equipment related to environmental health and assist authorities during investigations, including infectious or vector-borne disease outbreaks.
Organize environmental and safety campaigns and training to promote worker engagement.
Assist the Project Manager in worker-related matters such as training coordination, sick reporting, leave management, and accommodation compliance.
Ensure site safety and environmental standards meet developer requirements and public-facing construction site expectations.
Perform any other duties as assigned.
Diploma or Degree in Occupational Safety & Health, Environmental Health, Engineering, or related disciplines.
Valid MOM WSH Officer registration and NEA ECO registration (mandatory).
Minimum 3–5 years of relevant experience in construction site safety and environmental control.
Strong knowledge of WSH Acts & Regulations and ISO standards (ISO 9001, ISO 14001, ISO 45001).
Proven experience in site inspections, audits, risk assessments, and safety training.
Good organizational, documentation, and communication skills.
Able to work independently and coordinate effectively with authorities, project teams, subcontractors, and workers.
Proactive, responsible, and able to perform in a fast-paced construction environment.
