Purpose and Scope:

  • Direct reporting to Cluster Lead & HSSE Head and functionally reporting to Plant Manager. Supports the Plant Manager in the management of site Health, Safety, Security and Environmental related matters, include but not limited to:

Key Roles and Responsibilities:

  • Experience in lead and managing ISO9001:2015, ISO14001:2015, ISO45001:2018 & SS651 management systems

  • Advises and supports the Cluster Head (Plant Manager), including interfacing with authorities, and other institutions regarding workplace health, safety, environmental and security issues.

  • Monitors local laws and regulations and Group HSSE requirements, and imposes measures to ensure that Health, Safety, Environmental and Security compliance and performance expectations are being met.

  • Attends and provides HSSE inputs during daily O&M coordination meeting & PTW coordination meeting.

  • Acts as Secretary to the HSSE Committee to discuss Environmental, Emergency & Security related matters.

  • Schedules and participates in HSSE inspection programs, including daily site inspections and surveillance during the execution of critical work activities.

  • Monitors, reports and support plant manager on the closure of any HSSE lapses identified through the conduct of inspection for work environment, equipment and tools, and vector control (i.e. preventing mosquitoes breeding & other rodent).

  • Prepares Plant specific Emergency Response Procedure and coordinates planned drills at least annually or per local legal requirement.

  • Act as Fire Safety Manager to conduct regular inspections for critical equipment and systems such as firefighting and lifesaving equipment to ensure they are maintained in good working condition

  • Develops, drives and oversees environmental awareness and protection management programme, in consultation with appointed Environmentalist and Cluster Lead, including facilitation of environmental monitoring program (i.e. Air quality, Water Quality, Noise and Soil etc.) and Waste Management.

  • Liaises with Human Resource Department and Cluster Lead on occupational health surveillance such as the annual audiometric test & medical checkup

  • Supports the implementation of site hazardous material management and ensure the practices conform to the local legal requirements and Group HSSE standard

  • Participates as member in the Plant Safe Operating Committee (SOC) or Risk Management Team

  • Reviews and provides inputs on Task Risk Assessment (TRA) and provide safety endorsement on the MSRA and other safety critical related documents relating to PTW approval.

  • Initiates and leads in HSSE Awareness, consultation and engagement program including development and execution of promotional activities and HSSE coaching and training (safety induction and HSSE critical activities)

  • Lead/participates in Incident Investigation as assigned and ensure lessons learned are shared at appropriate platforms to prevent recurrence.

  • Participates in evaluating and selection of Contractor and Sub-contractor

  • Records HSSE violation incidents, and report to Group HSSE as per policy.

  • Any other ad-hoc activities assigned by the HSSE Department Head.

Qualifications & Experience:

  • Specialist Diploma in WSH (Level C) or equivalent acceptable by Ministry of Manpower (MOM)

  • Minimum 5 years of related HSSE experience

  • Possess valid MOM-Registered Workplace Safety & Health Officer (WSH)

  • Possess valid SCDF-Registered Fire Safety Manager (FSM)

  • Experience in managing ISO9001:2015, ISO14001:2015, ISO45001:2018 & SS651 management systems and trained Internal Auditor for ISO9001:2015, ISO14001:2015, ISO45001:2018 & SS651

  • Attention to detail

  • Good computer skill (Proficient with Microsoft Word, Excel, PowerPoint, SharePoint)

  • Experience in Power & Utilities / wastewater treatment industry is a plus

  • Familiar with local HSSE related regulations and compliance

  • Team player and good stakeholder management skills

  • Positive attitude with high self-motivation to deliver the outcome
