Job Summary

This role is positioned within the Project Management Office (PMO) and is responsible for leading Workplace Safety and Health (WSH) risk management for construction‑related activities arising from SAESL’s expansion, including new builds, A&A, and industrial fit‑out works. It provides oversight across both construction and post‑handover phases, with a strong focus on managing high‑risk activities and ensuring the safe execution of works within live operational environments.

Job Responsibilities

• Lead WSH governance for expansion projects (Construction, A&A, Fit‑Out). Drive WSH performance across all project phases under the PMO, ensuring compliance with the Workplace Safety and Health Act and its subsidiary regulations. Work through SAESL site project coordinators and owners to review WMSRA and ensure consistent and effective implementation of risk controls onsite.
• Oversee contractor safety execution across projects by providing PMO‑level governance over main contractors and subcontractors. Review and enforce project‑specific RA/SWP, lifting plans and high‑risk activity controls to ensure alignment between documentation and site execution.
• Manage and deploy safety consultant resources by planning and directing consultants using a risk‑based approach, focusing on critical activities and high‑risk works to ensure effective on‑site supervision and assurance.
• Lead incident response and risk escalation as the focal point for high‑risk works and incidents, ensuring timely intervention and coordination with stakeholders and authorities where required.
• Drive consistency and capability across projects by implementing, standardising and reinforcing WSH procedures, templates and expectations, while building competency among contractors and project teams in managing high‑risk activities.
• Develop WSH standards for post‑TOP and occupier‑led works by establishing requirements for post‑handover activities, including heavy equipment installation, lifting operations and fit‑out works within live operational environments.
• Implement and maintain HSE frameworks and programmes aligned with company and regulatory requirements, providing HSE input into project planning, procurement and contract specifications.
• Ensure compliance and operational assurance through review of project HSE plans, site inspections and contractor engagement. Manage construction‑to‑operations interface controls including permit‑to‑work systems, segregation of activities and coordination with operations teams, while identifying design and planning risks affecting safe execution.
• Manage reporting and communication by preparing and presenting safety performance updates, key risks and action plans to management. Ensure compliance with regulatory reporting requirements and lead HSE improvement initiatives, audits and stakeholder engagement.

Qualifications / Experience

• Degree in HSE, Engineering or equivalent discipline.
• 10–15 years of experience in construction, A&A or industrial fit‑out projects.
• Proven capability in contractor safety management across complex project environments.
• Experience working with or managing external safety consultants/resources.
• Registered Workplace Safety and Health Officer (WSHO) mandatory; Environmental Control Officer (ECO) certification preferred.
• Proficient in Microsoft Office applications (Word, Excel, PowerPoint).
• Strong knowledge of WSH, Fire Safety and Environmental regulations within the construction/building industry; manufacturing industry experience is an advantage, with strong hands‑on technical capability.
• Good understanding and application of management systems, with emphasis on solutioning and continuous improvement of frameworks.
• Strong stakeholder management skills, with effective verbal and written communication abilities.
