Job summary

ByteDance's HR Operations team designs and evolves policies and systems to support flexible staffing, including outsourcing and project-based work, while upholding governance and compliance. Responsibilities

• Design and iterate policies, systems, and management rules related to flexible staffing (outsourcing, labor dispatch, project-based cooperation).
• Establish a flexible staffing management framework aligned with growth and compliance; drive standardization and governance.
• Collaborate with HRBPs, Legal, Finance, Procurement, and business teams to implement flexible staffing projects balancing cost and risk.
• Build and refine supplier entry, evaluation, and governance systems; improve partnership standards and management mechanisms.
• Monitor staffing structures, costs, and risk indicators through data analysis to support decisions.
• Track policy changes and best practices to upgrade internal governance mechanisms.

• Responsible for designing and iterating policies, systems, and management rules related to flexible staffing, including outsourcing, labor dispatch, and project-based cooperation.
• Establish a flexible staffing management framework aligned with business growth and compliance requirements; drive standardization, process optimization, and risk-based governance.
• Collaborate with HRBPs, Legal, Finance, Procurement, and business teams to implement flexible staffing projects, balancing operational efficiency, cost, and risk.
• Build and refine the flexible staffing supplier entry, evaluation, and governance systems; improve partnership standards and management mechanisms.
• Continuously monitor staffing structures, costs, and risk indicators through data analysis to support management decision-making.
• Track domestic and international flexible staffing policy changes and industry best practices to drive continuous upgrades of internal governance mechanisms.

Qualifications

Minimum Qualification(s):

• Bachelor's degree or above.
• 3+ years of relevant experience.
• Strong data analysis and structured thinking skills, with the ability to understand issues from both operational and risk perspectives.
• English as a working language.

Preferred Qualification(s):

• Experience in overseas employment governance.
• Experience in supplier governance or procurement collaboration.
• Majors in Human Resources, Law, Finance/Taxation, Labor Relations, or Business Administration preferred.
• Background in flexible staffing, outsourcing governance, risk/internal control, or organizational research is preferred.
• Experience in large-scale internet companies, platform-based enterprises, global expansion companies, or complex organizational governance is preferred.
