Purpose of job

The IT Planning Team support Business Management function from IT planning, strategy coordination, financial management, IT portfolio and resources management for IT and IS Departments in Singapore as Regional HQ and 10 branches and subsidiaries in the Asia Pacific Region. As the central function, the remit extends across IT Change-the-Bank transformation, Business as Usual (BAU) Run-the-Bank and Information Security Group that runs Protect-the-Bank initiatives for the region.

Responsibilities
  • Strategy Planning
    • Develop department’s goals, objectives and strategy to meet the bank’s business priorities and missions.
    • Establish business plan and strategy and drive plans toward set goals and objectives.
    • Develop and drive KPI targets & Balance Scorecard and assess performance against set targets.
    • Prepare, gather and analyze data (external and internal) to develop financial, operation and project reports for senior management’s review and decision making.
  • Enterprise PMO
    • Develop and drive Enterprise PMO structure to optimize portfolio management, report process and risk monitoring criteria etc. for major IT projects and initiatives.
    • Organize, coordinate and support IT projects and initiatives and operations and management reporting.
  • IT Enablement
    • Develop and drive Administration Centre of Excellence to optimize administration work in business, IT planning and development of life cycle such as staff management, invoice management etc.
    • Develop and drive Procurement Centralization.
    • Develop and drive IT Training and Development Program.
    • Develop and maintain structured management reporting framework.
  • Financial Management
    • Manage the department’s financial, budget and tax management (CAPEX and OPEX) in Singapore and APAC countries.
    • Gatekeeper in ensuring adhering to prevailing Financial, Taxation, head office policies, guidelines and operating processes.
    • Develop and drive structured resource management framework for HR and budgetary sustainability and adequacy.
    • Develop and drive financial management processes or workflow innovation or automation to optimize efficiency.
  • Project Portfolio Management
    • Formulate, improve PPM framework regularly based on industry best practices.
    • Support and guide project member to follow, onboard PPM framework.
    • Portfolio Monitoring & Reporting by performing periodic spot‑checks on selected projects to assess health status across scope, schedule, cost, risks, issues, dependencies, PM best practices.
  • Group Company Collaboration
    • Strengthen collaboration with group companies to align IT strategy, governance, and operational initiatives across entities.
    • Coordinate cross‑entity initiatives, ensuring consistency in IT planning, delivery standards, and reporting.
    • Facilitate communication and joint planning between Bank IT and group companies including project alignment, resource coordination, and governance discussions.
  • Cross-Entity Governance & Group company Dual-Hat Responsibilities
    • Act as a dual‑hat role supporting both SMBC and group company in Singapore (SNG).
    • Provide management reporting within SMBC and contribute to Tokyo stakeholder reporting in Japanese, including regular cross‑location governance forums.
    • Lead and drive group company collaboration, including task management, progress tracking, and issue resolution.
    • Ensuring alignment, execution discipline, and timely delivery as for Oversee cross‑entity and cross‑location projects.
    • Collaborate with planning teams to formulate mid‑term strategy and long‑term IT roadmap across entities.
    • Provide governance oversight across local heads, ensuring effective reporting, alignment, and execution across IT domains.
    • Oversee operational management including project tracking, budget monitoring, and incident / issue management, with appropriate delegation to local IT heads where applicable.
Requirements
  • Master’s or bachelor’s degree in Computer Science, Manage Information Science, Commerce, Business Administration, Banking and Finance or equivalent.
  • Min. 10 years of work experience with the FI or banking industry, preferably with the Technology department.
  • Experience in establishing and driving Business Management support for Technology department in the Asia Pacific region.
  • Proven track record in planning and coordinating with businesses and IT teams in establishing IT strategy and providing regular tracking and reporting.
  • Good knowledge and experience in managing IT financial, budget and resources covering CAPEX and OPEX, cost management and optimization.
  • Ability to control CAPEX spending and lower OPEX expense progressively.
  • Good understanding of Banking Technology function and experience working with virtual teams in the Asia Pacific region.
  • Ability to work in a fast‑paced technical and business environment, and multitask whilst delivering high quality solutions.
  • Excellent communication, influencing and negotiation skills.
  • Strong analytical and problem‑solving skills; and is detailed oriented.
  • Strong innovative mentality and mindset.
  • Experience in Corporate, Institution and/or Transaction Banking is a plus.
  • Good understanding of MAS guidelines and Banking Act is an added advantage.
  • Familiar with Project Life Cycle and System Development Life Cycle framework.
  • Prior experience in establishing training and development framework for IT preferred.
  • Japanese language proficiency will be advantageous due to requirements to liaise with Tokyo Head Office.
