Job summary

A leading company is seeking a Testing and Commissioning Manager for railway projects in Singapore. Job description

Key Responsibilities:

  • Lead and manage end-to-end testing and commissioning activities across multiple E&M systems (e.g., signaling, traction power, communication, PSD, SCADA, and ventilation systems).

  • Develop and execute the T&C plan, schedule, and resources aligned with the master project schedule.

  • Ensure all systems are tested in accordance with contract specifications, LTA requirements, and international standards.

  • Coordinate with OEMs, subcontractors, system integrators, and internal teams for system interfaces and integration.

  • Review and approve T&C documentation such as test plans, procedures, method statements, and ITPs.

  • Manage site T&C teams, supervise tests, and resolve technical issues or failures during commissioning.

  • Facilitate safety assessments, RAMS reviews, and ensure compliance with project safety protocols.

  • Liaise with clients, authorities (e.g., LTA), and consultants to schedule inspections, witness tests, and gain approvals.

  • Track test progress, prepare punch lists, and ensure closure before handover.

  • Provide leadership for system readiness, reliability demonstration, trial runs, and final system acceptance.

Requirements:

  • Bachelor’s Degree in Electrical, Mechanical, or E&M Engineering.

  • Minimum 5 years of experience in railway or MRT testing and commissioning, with at least 3 years in a lead or supervisory role.

  • Familiar with LTA/MRT project requirements, local regulations, and interface management.

  • Strong knowledge of railway subsystems (Signaling, Power Supply, SCADA, Communication, PSD, ECS, etc.).

  • Demonstrated experience in managing large commissioning teams and third-party contractors.

  • Proficient in project planning tools (e.g., MS Project) and technical reporting.

  • Excellent leadership, communication, and stakeholder management skills.

  • Willing to work in shifts or weekends when required to meet project milestones.
