Job summary

SOUTH CENTRAL COMMUNITY FAMILY SERVICE CENTRE LIMITED is seeking a proactive Senior Executive / Assistant Manager (Technology) to own day-to-day IT administration and drive digital transformation. You will coordinate with external vendors, shape IT requirements, and ensure governance across the technology estate to support staff and service delivery.

The role emphasizes governance, process improvement, stakeholder engagement, and learning aptitude, rather than deep technical work.

Qualifications

• Diploma or Degree in any discipline; IT-related background welcome but not required
• At least 3 years in administration, operations, project coordination, or digital/process improvement
• Baseline IT literacy with Microsoft 365 and staff access concepts
• Proven ability to learn unfamiliar systems quickly and independently
• Strong coordination and multi-stream project management capability
• Experience working with external IT vendors and contracts
• Good written communication; ability to write clear requirements and guides
• Familiarity with governance, procurement, and data protection concepts is a plus

Responsibilities

• Administer day-to-day IT operations including user and device administration in Microsoft 365
• Oversee IT support operations end-to-end and define service standards with vendors
• Implement and document IT policies and procedures for staff awareness
• Manage vendor contracts, subscriptions, and SLAs with renewal planning
• Serve as liaison between staff and external IT vendors for support and escalations
• Monitor vendor performance and intervene on service quality issues
• Coordinate onboarding/offboarding, access provisioning, and device recovery with vendors
• Support annual IT budget prep and cost-effective procurement
• Assist PDPA compliance and risk reviews with guidance from the Technology Committee
• Manage technology projects end-to-end from requirements to rollout
• Act as secretariat to the Technology Committee for scheduling and reporting
• Support digital transformation with accessible, inclusive solutions
• Map current processes and enable low-code tools where appropriate
• Coordinate annual IT Work Plan reviews and roadmaps
• Strengthen staff digital capabilities through training and knowledge base updates
• Direct and quality-assure work of the Executive supporting the Technology department
