Job summary

StarHub Ltd is seeking a Technical Project Manager to lead agile delivery and backend engineering efforts for core digital platforms. You will coordinate with Domain Owners, Engineering Managers, DevOps, QA, and RPMs to ensure secure, scalable cloud-native services and smooth releases.

You will drive sprint ceremonies, manage backlogs, and monitor KPIs while guiding cross-domain collaboration and governance.

Qualifications

  • Bachelor's degree in computer science, Information Systems, or related field.
  • Agile, PMP, or DevOps certifications (e.g., CSM, SAFe, PMI-ACP) preferred.
  • 8+ years of experience in software delivery or digital product management, with at least 3 years in a technical project management, delivery lead or scrum master capacity.

Responsibilities

  • Drive agile ceremonies (sprint planning, stand-ups, retrospectives) and maintain team rhythm and cadence.
  • Manage backlog hygiene, ensuring stories are well-defined, estimated, and prioritized.
  • Plan and execute phased delivery strategies with release readiness through Blue/Green deployments, canary releases, and feature flagging.
  • Track delivery health through velocity, throughput, and scope stability metrics.
  • Identify and resolve blockers, risks, and cross-domain dependencies early.
  • Maintain delivery dashboards and status reporting to senior stakeholders.
  • Partner with Domain Owners and Tech Leads to align architecture, delivery scope, and capacity planning.
  • Coordinate with DevOps and QA teams to ensure readiness for integration, testing, and release.
  • Support CI/CD and observability practices across teams.
  • Define, monitor and report on KPIs including deployment frequency, MTTR, defect leakage, change failure rate.

Job description

We are seeking aTechnical Project Managerwith strong experience in agile delivery and backend engineering environments to lead the development and operational rollout of StarHub’s core digital platforms.

You will work cross-functionally with Domain Owners (DOs), Engineering Managers (EMs), DevOps teams, QA, Solution Designers (SDs), and Release Program Managers (RPMs) to drive predictable, high-quality delivery of back-end services that support consumer and enterprise customer journeys.

Your ability to manage modern cloud-native development cycles — across CI/CD pipelines, containerized microservices, and API ecosystems — will be critical to enabling secure, scalable, and resilient platforms that power StarHub’s digital evolution.

Delivery & Agile Management
  • Drive agile ceremonies (sprint planning, stand-ups, retrospectives) and maintain team rhythm and cadence.

Technical Coordination & Planning
  • Partner withDomain OwnersandTech Leadsto align on architecture, delivery scope, and capacity planning.
  • Coordinate withDevOpsandQA/QE teamsto ensure readiness for integration, testing, and release.
  • Support implementation of continuous delivery and observability practices across teams.
  • Define, Monitor and report on key delivery KPIs, including deployment frequency, Mean Time To Recovery, defect Leakage rate, change failure rate ensuring all releases meet defined Service Level Objectives and performance baselines.
  • Participate in sprint demos and ensure acceptance criteria are met for each increment.
Stakeholder & Cross-Domain Collaboration
  • Work with Solution Designers (SDs)andRelease Program Managers (RPMs)to align sprint deliverables to journey-level milestones.
  • Collaborate withProduct/Journey Owners (POs/JOs)and business stakeholders to clarify priorities and expected outcomes.
  • Communicate risks, decisions, and delivery trade-offs clearly across key stakeholders.
Continuous Improvement & Governance
  • Drive adoption of agile and DevOps best practices across DXP teams.
  • Analyze delivery metrics to identify improvement opportunities in velocity, predictability, and quality.
  • Support incident RCA reviews and ensure learnings are converted into actionable backlog improvements.
  • Contribute to standardized delivery governance, templates, and documentation across domains.
  • Bachelor’s degree in computer science, Information Systems, or related field.
  • Agile, PMP, or DevOps certifications (e.g., CSM, SAFe, PMI-ACP) preferred.
  • 8+ years of experience in software delivery or digital product management, with at least 3 years in atechnical project management, delivery leadorscrum mastercapacity.
  • Demonstrated experience with CI/CD pipelines, cloud-native architecture (e.g., Kubernetes, EKS), and backend service delivery
  • Strong understanding of API management, event-driven architecture, observability toolingand modern deployment strategies (Blue/Green, Canary, Feature Flags).
  • Strong familiarity with tools such asJira, Confluence, GitLab, Jenkins, Monday.com, Splunk.
  • Experience in telecommunications, digital platform delivery, or large-scale integration programs is an advantage.
  • Deep understanding of agile, DevOps, and continuous delivery practices.
  • Ability to translate technical complexity into clear, actionable plans.
  • Technical fluency with backend engineering patterns and delivery pipelines
  • Exceptional communication, facilitation, and stakeholder management skills.
  • Analytical and detail-oriented mindset with a bias for execution.
  • Highly organized, proactive, and resilient in a dynamic, fast-paced environment.
