Job summary

StarHub is seeking a Technical Project Manager to lead development and operational rollout of core digital platforms. You will collaborate with Domain Owners, EMs, DevOps, QA, SDs, and RPMs to drive high-quality backend service delivery supporting consumer and enterprise journeys.

You will manage cloud-native development cycles, CI/CD pipelines, containerized microservices, and API ecosystems to enable secure, scalable platforms powering StarHub’s digital evolution.

Qualifications

  • Bachelor’s degree in computer science, information systems, or related field.
  • Agile, PMP, or DevOps certifications (e.g., CSM, SAFe, PMI-ACP) preferred.
  • 8+ years of experience in software delivery or digital product management, with at least 3 years in a technical project management, delivery leador scrum master capacity.
  • Demonstrated experience with CI/CD pipelines, cloud-native architecture (Kubernetes, EKS), and backend service delivery.
  • Strong understanding of API management, event-driven architecture, observability tooling and modern deployment strategies (Blue/Green, Canary, Feature Flags).
  • Strong familiarity with tools such as Jira, Confluence, GitLab, Jenkins, Monday.com, Splunk.

Responsibilities

  • Drive agile ceremonies (sprint planning, stand-ups, retrospectives) and maintain team rhythm and cadence.
  • Manage backlog hygiene, ensuring stories are well-defined, estimated, and prioritized.
  • Plan and execute phased delivery strategies, ensuring release readiness through Blue/Green deployments, canary releases, and feature flagging.
  • Track delivery health through velocity, throughput, and scope stability metrics.
  • Identify and resolve blockers, risks, and cross-domain dependencies early.
  • Maintain clear delivery dashboards and status reporting to senior stakeholders.
  • Partner with Domain Owners and Tech Leads to align on architecture, delivery scope, and capacity planning.
  • Coordinate with DevOps and QA/QE teams to ensure readiness for integration, testing, and release.
  • Support implementation of continuous delivery and observability practices across teams.
  • Define, monitor and report on key delivery KPIs, including deployment frequency, MTTR, defect leakage rate, change failure rate ensuring all releases meet defined SLAs and baselines.
  • Participate in sprint demos and ensure acceptance criteria are met for each increment.
  • Work with Journey Solution Designers and Release Program Managers to align sprint deliverables to journey-level milestones.
  • Collaborate with Journey Owners and business stakeholders to clarify priorities and expected outcomes.
  • Communicate risks, decisions, and delivery trade-offs clearly across key stakeholders.
  • Drive adoption of agile and DevOps best practices across DXP teams.
  • Analyze delivery metrics to identify improvement opportunities in velocity, predictability, and quality.
  • Support incident RCA reviews and ensure learnings are converted into actionable backlog improvements.
  • Contribute to standardized delivery governance, templates, and documentation across domains.

Job description

We are seeking a Technical Project Manager with strong experience in agile delivery and backend engineering environments to lead the development and operational rollout of StarHub’s core digital platforms.

You will work cross-functionally with Domain Owners (DOs), Engineering Managers (EMs), DevOps teams, QA, Solution Designers (SDs), and Release Program Managers (RPMs) to drive predictable, high-quality delivery of back-end services that support consumer and enterprise customer journeys.

Your ability to manage modern cloud-native development cycles — across CI/CD pipelines, containerized microservices, and API ecosystems — will be critical to enabling secure, scalable, and resilient platforms that power StarHub’s digital evolution.

Key Responsibilities
Delivery & Agile Management

  • Define, Monitor and report on key delivery KPIs, including deployment frequency, Mean Time To Recovery, defect Leakage rate, change failure rate ensuring all releases meet defined Service Level Objectives and performance baselines.
  • Participate in sprint demos and ensure acceptance criteria are met for each increment.
Stakeholder & Cross-Domain Collaboration
  • Work with Journey Solution Designers (SDs) and Release Program Managers (RPMs) to align sprint deliverables to journey-level milestones.
  • Collaborate with Journey Owners (JOs) and business stakeholders to clarify priorities and expected outcomes.
  • Communicate risks, decisions, and delivery trade-offs clearly across key stakeholders.
Continuous Improvement & Governance
  • Drive adoption of agile and DevOps best practices across DXP teams.
