About the role

Reports directly to the Deputy CEO and is responsible for leading the technical department in competitive tender proposals and successful execution of projects. You will play a pivotal role in driving the technical excellence of the company's operations.

What you'll be doing

Lead a team of technical staff

Review and analyze tender documents (RFP, RFQ, drawings, specs and contracts), understand clients requirements scope and constraints.

Development of technical strategy for bids and consistently drive VE initiatives

Prepare and submit tender technical deliverables, methodology, preliminary design, calculations, technical write-ups, and technical presentation slides in compliance with all conditions and requirements

Prepare and lead technical kick-offs: set requirements, define the execution plan, and establish key targets for time, cost, quality, resources, EHS, and contractual compliance

Develop and deliver presentations to the Client’s representative and Consultants before and after tender

Collaborate with project and procurement teams to ensure tight costing, realistic timelines, and clear material and subcontractor requirements for technical solutions

Oversee end-to-end submission compliance with all client specifications, relevant authorities, and applicable codes

Establish the execution plan, map milestones and critical path, and set planning targets to drive effective delivery in close collaboration with project teams

Provide technical guidance and support to Project managers and site teams – ensure construction adheres to approved design, specifications and quality standards

Resolve technical queries, non-conformances and specification discrepancies

Interpret contractual implications and requirements

Manage and liaise with internal design teams, the client’s representatives, and consultants on works requirements and technical matters

Organize and chair meeting with stakeholders

Drive continuous improvement by capturing lessons from past tenders and applying them to upcoming bids

What we're looking for

A degree in Building/Civil Engineering/Construction Management or a related field. Professional certificates (Engineering) a plus.

A minimum of 6 years of experience in tenders, site planning, coordination work and tender for building/civil project. Track record working with main contractor a plus.

Value engineering with cost awareness, BIM/CAD literacy and programme integration, CORENET X fluency, risk management and EHS

Knowledge of regulatory compliance (codes and standards (BCA, SCDF, LTA, PUB, URA requirements), ISO/bizSAFE/GGBS)

Commercial VE acumen, cost awareness, process driven with strong critical thinking skills, and disciplined systems control (document and data tracking)

Strong communicator, conflict resolution, stakeholder management
