Job summary

Recruit Express Services Pte Ltd is seeking a senior Programme Manager to lead large-scale, mission-critical programmes. You will engage senior customers, translate requirements for delivery teams, and ensure alignment across engineering, operations and commercial functions.

You will drive strategic programme execution, manage risks and dependencies, and provide senior leadership to cross-functional teams in a fast-paced environment within Singapore.

Qualifications

• Bachelor’s degree in Engineering, Technology, Systems or related discipline.
• 15+ years of experience in large-scale programmes and complex environments.
• Proven ability to engage senior stakeholders in large institutional settings.
• Experience leading multi-disciplinary programmes with cross-functional teams.

Key Responsibilities:

1. Strategic Customer & Stakeholder Management

• Serve as a senior point of engagement for key customers and stakeholders.
• Build trusted relationships and maintain a strong understanding of customer priorities, operational requirements and longer-term plans.
• Engage senior customer stakeholders on programme, solution and delivery matters.
• Manage expectations and facilitate alignment between customers and internal teams.
• Provide leadership in resolving significant customer, programme or delivery issues.

2. Programme & Delivery Leadership

• Provide senior oversight for large, complex and mission-critical programmes.
• Work closely with project, engineering and operations teams to ensure customer requirements are translated into executable solutions.
• Monitor key programme risks, dependencies, costs and delivery considerations.
• Support resolution of major programme issues and escalations.
• Ensure successful transition from solution development through implementation and operations.

3. Solution & Technical Oversight

• Provide senior-level oversight of solutions proposed and delivered to customers.
• Ensure solutions appropriately balance customer requirements, technical feasibility, security, cost and operational considerations.
• Work closely with architects, engineers and technical specialists who provide detailed technical expertise.
• Participate in major solution and design discussions without necessarily being the hands-on technical architect.
• Ensure appropriate engineering, cybersecurity, quality and regulatory standards are maintained.

4. Business & Pre-Sales Support

• Support strategic bids, tenders and major business opportunities.
• Engage customers to understand requirements and help shape commercially and operationally viable solutions.
• Work across business, commercial and technical teams to develop compelling customer propositions.
• Present solutions, programme approaches and recommendations to senior customer stakeholders.

5. Cross-Functional Leadership

• Bring together engineering, project management, operations, commercial and partner teams to deliver customer outcomes.
• Provide direction and guidance to programme and technical leaders.
• Encourage strong collaboration between customer-facing and technical teams.
• Support capability development and succession planning across the organisation.

Requirements:

• Bachelor’s degree in Engineering, Technology, Systems or a related discipline.
• 15+ years of relevant experience in large-scale programmes, systems integration, security, critical infrastructure or similarly complex environments.
• Strong track record in customer engagement and senior stakeholder management in large institutional customers.
• Experience leading or overseeing complex, multi-disciplinary programmes and teams.
• Sufficient technical knowledge to engage confidently with engineering and technology teams and understand major solution considerations.
• Strong ability to translate between customer/business requirements and technical delivery teams.
• Comfortable operating in environments involving multiple stakeholders, complex requirements and mission-critical delivery.
• Exposure to physical security, smart security, automation, large-scale systems integration, IT/OT or related technologies would be advantageous, but deep specialist expertise in all these areas is not required.
