Job summary

Bank Singapore is seeking a Technical Delivery Manager (Java/Oracle) for a 12‑month contract at Alexandra Rd, Singapore. The role focuses on integrating AI with AML/KYC compliance systems and requires hands-on software development and architecture review capabilities.

You will lead end-to-end delivery, design technical specifications, perform root cause analysis, and coordinate across multiple application teams to ensure smooth cutovers and robust post-implementation support.

Qualifications

• Education: Minimum degree in an IT or computer-related subject from a recognized university.
• Experience Level: Over 12 years of overall working experience in the IT industry, including at least 3 years directly within a Banking or Financial Institution.
• Project Leadership: More than 8 years of hands-on experience in technical project management.
• Core Technical Stack: At least 8 years of deep, hands-on experience in Java, Oracle (SQL), and Unix Shell scripting.
• System Design: At least 8 years of experience in system and software design, as well as UI/UX design.

Responsibilities

• Lead the end-to-end technical delivery and system implementation of AI-related KYC and AML system integrations.
• Contribute directly to architecture design, functional specifications, technical design, cost estimation, and resource planning.
• Review new and existing code, perform unit testing, and conduct root cause analysis of issues alongside production support teams.
• Coordinate technical implementation activities across various application teams to ensure non-event production cutovers and adequate post-implementation support.
• Collaborate with Architects, Security, and Development Leads to ensure all solution designs comply with enterprise design principles and control standards.
• Partner with Test Management teams to ensure the successful completion of SIT, UAT, performance/load testing, and application security testing.
• Translate and communicate complex technical solutions to business users and other GTO teams in layman's terms.
• Manage project change request approval windows, deployment schedules, and external vendor deliveries within the project schedule.

We are representing our client a leading bank in Singapore to secure a highly technical, hands‑on Application/Tech Delivery Manager. This role leads Project Diamond, a critical initiative focused on integrating Artificial Intelligence with the bank's Anti‑Money Laundering (AML) and Know Your Customer (KYC) compliance systems. The client requires a leader who possesses deep software development roots and can actively review architecture, write s, and perform code‑level troubleshooting to maintain a secure and flexible banking infrastructure.

• Experience operating within the Hadoop ecosystem, NoSQL databases, or Big Data environments.
• Familiarity with project tools including Control‑M, Git, Jenkins, JIRA, SharePoint, and Confluence.
