Job Title: Technology Delivery Lead
Location: Singapore (projects focused on China and Taiwan)


We are seeking a highly experienced Technology Delivery Lead to manage the delivery of complex payment application projects specifically for China and Taiwan markets. This role demands deep banking domain knowledge in payments, strong technical acumen, and fluent Mandarin language skills to engage with Chinese-speaking stakeholders in a highly technical capacity. The successful candidate will independently drive project execution, lead cross-functional teams, and ensure alignment with regulatory and business requirements.

Key Responsibilities

  • Lead end-to-end delivery of payment technology projects in China and Taiwan, ensuring successful delivery against scope, schedule, and budget
  • Collaborate directly with local stakeholders and vendors to gather, analyze, and translate detailed business and technical requirements in Mandarin, including business/technical terminology related to payments
  • Manage and mentor cross-functional delivery teams, including business analysts, developers, testers, and third-party vendors
  • Ensure payment solutions comply with local regulatory standards, including transaction reporting, AML/KYC, data residency, and cross-border payment rules
  • Oversee governance processes such as budgeting, risk mitigation, change management, and stakeholder communication
  • Drive Agile and DevOps practices to enhance delivery efficiency and quality
  • Facilitate project routines (kick-offs, status meetings, tollgates) and escalate risks and issues proactively
  • Work closely with enterprise architecture and infrastructure teams to ensure technical alignment and system integration
  • Champion continuous improvement and innovation across delivery teams

Key Requirements

  • Mandarin language proficiency is mandatory, with a strong emphasis on technical and business requirements gathering, specifically with Chinese and Taiwan business users.
  • Candidates must demonstrate experience capturing detailed business and technical requirements in Mandarin, including usage of business and technical terminology, communicating with vendor and technical team in China and Taiwan
  • Banking domain knowledge is essential, with explicit experience in payment systems, including a solid understanding of key payment flows such as high-value payments, low-value payments, cross-border payments, and related technical concepts including APIs, SWIFT messaging, middleware, and last-mile gateways.
  • This is a technical delivery leadership role requiring candidates to have proven experience driving complex technology projects independently. Candidates should demonstrate leadership beyond project management or Scrum facilitation roles and must have the ability to lead multi-disciplinary teams to successful delivery.
  • Candidates with a background as a business analyst or technical analyst (or equivalent), who possess strong business acumen and the ability to drive projects end-to-end, are highly preferred.
  • Minimum 10 years of experience in project or program management in financial services technology, with significant exposure to payments and regulatory compliance in China and Taiwan
  • Education:
    Bachelor’s degree in Computer Science, Information Technology, Finance, Business Administration, or a related field is required.
    Advanced degree or relevant certifications in banking technology or project management is a plus.
  • Certifications:
    Project management certifications such as PMP (Project Management Professional), PRINCE2, or equivalent are preferred.
  • Technical Skills:
    Proficient in Agile, Scrum, and Waterfall methodologies
    Skilled with project management tools such as Jira, MS Project, and Confluence
    Familiar with banking application infrastructure, containerization, and DevOps practices
