What impact can you make in this role?

We are seeking a seasoned Senior Vice President, Program Manager to lead, strategise, and execute enterprise‑wide infrastructure initiatives, with a primary mandate to deliver a new Data Centre Build‑Out in Singapore. The incumbent will own the full lifecycle of the programme, from strategy, business case, and design through construction, commissioning, migration, and steady‑state handover.

The successful candidate brings a proven track record of directing large‑scale, multi‑year technology programmes, including greenfield and colocation data centre delivery, colocation RFI/RFP processes, lease and construction contract negotiation, and vendor and partner management. At the SVP level, this role is accountable not only for hands‑on programme execution but also for setting delivery strategy, shaping governance, managing multi‑million‑dollar budgets, building and mentoring high‑performing teams, and serving as the primary interface to executive leadership and steering committees on programme status and risk.

Beyond the flagship build, this is a permanent leadership role and the standing home of programme and project management for Infrastructure. The incumbent will establish and lead the Infrastructure PMO as a durable capability, build and develop a team of Project Managers to deliver the wider infrastructure change portfolio, and integrate Managed Service Provider (MSP) project management resources as a governed extension of that team.

This role demands deep command of data centre infrastructure (power, cooling, space, network, and physical security), systems and networking technologies, migration strategy, capital project delivery, and enterprise risk management, combined with the executive presence to influence senior stakeholders and align technical delivery with the organisation's strategic and commercial objectives.

Program Leadership and Strategy

• Own the end‑to‑end strategy, roadmap, and delivery of the enterprise Data Centre Build‑Out programme and related infrastructure initiatives, ensuring alignment with the organisation's technology strategy, growth plans, and risk appetite.
• Define and lead the programme management framework, operating model, and governance structures (steering committees, working groups, RACI, and stage‑gate controls) across concurrent workstreams and vendors.
• Establish and manage the programme's integrated master schedule, interdependencies, critical path, and resourcing across construction, IT infrastructure, applications, security, and operations teams.
• Serve as the senior escalation point and single accountable owner for programme outcomes, driving decisions across competing priorities, constraints, and stakeholder interests.
• Build, lead, and mentor a matrixed delivery organisation of programme managers, project managers, and technical leads; set performance standards and develop bench strength.
• Establish and lead a permanent Infrastructure PMO: own the delivery methodology, project lifecycle, stage gating, and portfolio governance as a standing capability serving all infrastructure and cybersecurity change beyond the flagship programme.

Data Centre Build‑Out and Delivery

• Direct the full data centre delivery lifecycle: site selection and due diligence, capacity and design planning, construction and fit‑out oversight, MEP coordination, and operational readiness and handover.
• Develop and implement comprehensive build‑out and migration strategies, ensuring alignment with organisational goals, timelines, resiliency targets (for example Tier III/IV, N+1 / 2N redundancy), and risk tolerance.
• Oversee capacity planning and design across power (kW per rack density), cooling, white space, structured cabling, and network topology to meet current and projected demand.
• Govern the planning, scheduling, and execution of migration activities, including asset relocation, network cutovers, migration waves, and infrastructure validation against defined entry/exit criteria.
• Conduct detailed assessments of current‑state environments and target‑state requirements; lead work‑breakdowns, dependency mapping, and resource allocation for smooth execution.
• Ensure adherence to sustainability and efficiency objectives (for example PUE targets, energy efficiency, and applicable green data centre standards).
• Coordinate physical security, resiliency, business continuity, and disaster recovery design into the build‑out.
• Deliver a modular data centre approach that allows racks and capacity to expand and contract with demand, and that accommodates future‑state options spanning on‑premises footprint and cloud‑adjacent models such as AWS Outposts.

Vendor Management for Project Execution and Delivery

• Drive vendor execution through a structured delivery cadence: kick‑offs, stage‑gate reviews, milestone acceptance, progress reporting, and issue/risk escalation, holding vendors accountable for on‑time, on‑budget, and to‑specification delivery.
• Define and enforce delivery acceptance criteria, quality standards, and definition‑of‑done for vendor work packages; review and sign off deliverables, and commissioning/handover documentation before acceptance.
• Monitor vendor performance against SLAs and KPIs during execution, conduct performance reviews, and manage remediation or escalation for underperformance.
• Direct and govern project management as a service (PMaaS) delivered by the MSP, treating MSP project managers as a managed extension of the internal PMO under a single delivery standard, cadence, and quality bar, with shortfalls escalated through the established vendor governance route.
• Coordinate vendor onboarding, off‑boarding, and knowledge transfer, ensuring operational readiness and a clean transition of vendor‑delivered infrastructure into steady‑state operations and support.

RFI/RFP, Contract Review and Negotiation

• Partner with Vendor Governance, and Procurement teams to lead RFI/RFP processes end‑to‑end: requirements definition, market engagement, structured scoring, and evaluation.
• Collaborate with Vendor Governance, Legal, Procurement, and Finance to negotiate for colocation, lease terms, and SLAs, ensuring alignment with organisational risk, compliance, and financial objectives.
• Ensure contracts include robust risk allocation, compliance coverage, and scalability provisions for future expansion.
• Define and document exit strategies, including termination clauses, relocation timelines, and decommissioning obligations.

Risk, Governance and Stakeholder Management

• Own the programme‑level risk framework: identify, assess, and mitigate risks to minimise downtime and business disruption during build‑out and migration.
• Coordinate governance approvals, risk assessments, rollback strategies, and regulatory engagement as required.
• Maintain a structured communication cadence with senior stakeholders, including executive reporting, steering committee and Board updates, and cross‑functional coordination.
• Foster collaboration across technical and business teams, ensuring alignment between delivery and strategic objectives, and manage stakeholder expectations at the executive level.

Financial and Commercial Management

• Responsible for the programme budget (capital and operating), including business case development, funding approvals, and financial governance across a multi‑million‑dollar portfolio.
• Drive budgeting, forecasting, and cost optimisation across the build‑out, migration, and contract lifecycle; ensure transparency in financial reporting and adherence to approved budgets.

Monitoring, Reporting and Continuous Improvement

• Establish centralised programme reporting through dashboards and KPIs to track delivery progress, vendor performance, financials, and contractual compliance.
• Provide regular, executive‑grade updates to leadership on milestones, financials, and risk status.
• Capture lessons learned and embed continuous improvement into future data centre and infrastructure initiatives; strengthen delivery capability and standards over time.

What qualifications or skills should you possess in this role?

Education and Certifications

• Bachelor's degree in Information Technology, Computer Science, Engineering, or a related field; a Master's degree or MBA is advantageous.
• PMP, PgMP, PRINCE2, or equivalent programme/project management certification strongly preferred.
• Relevant credentials in data centre design/operations (for example Uptime Institute ATD/ATS, CDCP/CDCE) and/or Agile/SAFe are a plus.

Experience

• 15 to 18+ years of programme/project management experience in data centre delivery, migration, infrastructure transformation, or colocation management.
• Proven track record directing multi‑year, multi‑vendor programmes with full accountability for budget, schedule, scope, and risk.
• Demonstrated experience managing RFI/RFP processes, lease and construction contracts, and vendor negotiations for data centre facilities.
• Strong background in IT infrastructure (servers, storage, networking, and cloud/hybrid integration) and in data centre facilities (power, cooling, physical security).
• Direct experience governing MSP or vendor‑delivered project management at scale, including blended team leadership across permanent staff and vendor resources.
• Experience presenting to and influencing executive leadership, steering committees, and Boards.

Technical Skills

• Proficiency with programme/project management tools (for example MS Project, Jira, ServiceNow) and portfolio reporting.
• Working knowledge of data centre operations, network architecture, MEP systems, and power/cooling design.
• Familiarity with regulatory and compliance frameworks (for example ISO 27001, PCI‑DSS, and applicable local data/privacy regulations).
