Job summary

ManpowerGroup Singapore is seeking a seasoned Quality Leader to head the Quality function for the SC&IL Organisation Business Unit, ensuring independent quality assurance, governance and leadership across the end-to-end supply chain in aerospace.

You will drive QMS standards, regulatory compliance, supplier quality management and continuous improvement, partnering with OBU Quality teams to deliver safe and reliable operations.

Qualifications

  • Bachelor's degree in Engineering, Quality Management, Supply Chain or related field.
  • Minimum 5 years in Quality, Supply Chain, Logistics, Engineering or Maintenance in aerospace/regulatory industry.
  • Experience in Quality Management Systems, investigations, supplier discrepancy management and continuous improvement.
  • Knowledge of aircraft material traceability, warehouse ops, logistics and inventory management.

About the Job

To lead the Quality function for the Supply Chain & Integrated Logistics (SC&IL) Organisation Business Unit (OBU), serving as the Quality Business Partner by providing independent quality assurance, governance and professional leadership. The role works closely with operational and functional stakeholders, including the respective OBU Quality teams, to establish, maintain and continuously improve the Quality Management System and Operating System Standards. The role also ensures regulatory compliance, product integrity and operational performance across the end-to-end supply chain. Through risk-based assurance, investigation of material quality issues, Supplier Discrepancy Report (DR) management and continual improvement initiatives, the role enables safe, reliable and efficient supply chain operations.

End-to-End Parts Assurance

To assure the integrity, traceability and control of aircraft engine parts and materials throughout the end-to-end supply chain lifecycle, ensuring compliance, protection and fitness for operational use.

  • Lead independent Quality assurance of aircraft engine parts and materials across the complete supply chain lifecycle by establishing, implementing and sustaining effective Quality controls covering receiving inspection, Goods Receipt (GR), warehousing, storage, preservation, inventory management, picking, kitting, material issue to Operations, returns, quarantine, scrap and final inventory disposition.
  • Assure material integrity, traceability and product protection are maintained in accordance with regulatory and customer requirements, the Quality Management System and Operating System Standards.
  • Develop, deploy and continually improve Operating System Standards and Quality standards governing material handling, identification, preservation, packaging, storage conditions and inventory control to minimise material deterioration, damage, foreign object contamination, misidentification and loss of traceability, while supporting operational readiness and product integrity.
  • Provide independent Quality oversight of incoming material acceptance by ensuring discrepancies, documentation deficiencies and non-conforming materials are identified, contained and managed through the Supplier Discrepancy Report (DR) process until effective resolution, preventing non-conforming materials from progressing through the supply chain into maintenance operations.
Supply Chain Quality Assurance

To assure that Supply Chain & Integrated Logistics processes consistently comply with regulatory and customer requirements, the Quality Management System and Operating System Standards, while enabling safe, reliable and right-first-time maintenance operations.

  • Partner with the Supply Chain & Integrated Logistics leadership team to establish, maintain and continually improve the Quality Management System and Operating System Standards, while providing independent assurance that operational processes remain compliant, effective and capable of consistently delivering safe, reliable and right-first-time outcomes.
  • Plan and execute risk-based Quality assurance activities through Operating System Standards verification, process compliance reviews, Product Safety assessments, E2E Assurance, Zero Defects initiatives and effectiveness reviews to verify that process controls are present, suitable, operating and effective.
  • Lead investigations into material quality events, supplier discrepancies and Product Safety concerns by applying structured problem-solving methodologies to identify systemic causes, validate corrective and preventive actions, facilitate organisational learning and implement lessons learnt across relevant areas to prevent recurrence.
  • Partner with the respective OBU Quality teams to effectively manage quality risks across organisational interfaces by coordinating investigations, sharing lessons learnt, aligning corrective actions and assuring the seamless transition of material quality from Supply Chain into maintenance operations.
Supplier Quality Management

To improve supplier quality performance and material conformity through effective discrepancy management, collaborative problem-solving and continuous improvement, while supporting independent supplier assurance activities.

  • Lead the management of Supplier Discrepancy Reports (DR) arising from receiving inspection, warehouse operations and operational support activities by coordinating investigations, supplier engagement, containment, material disposition and corrective actions to ensure timely resolution, safeguard product integrity and minimise operational disruption.
  • Monitor supplier quality performance and analyse discrepancy trends to identify systemic improvement opportunities. Partner with Procurement, Engineering, Planning, Operations and the respective OBU Quality teams to strengthen supplier capability, improve incoming material quality, reduce Cost of Non-Quality and prevent recurrence of supplier-related quality issues.
  • Partner with the Airworthiness & Audit team by providing supplier quality performance data, discrepancy trends and operational quality intelligence to support supplier audits, supplier surveillance and supplier performance reviews. Support the implementation and verification of corrective actions arising from supplier audit findings while maintaining the independence of supplier assurance activities.
Quality Performance, Governance & Continuous Improvement

To provide Quality governance, Operating System assurance and professional leadership that enables informed decision-making and drives continual improvement across the Supply Chain & Integrated Logistics Organisation Business Unit.

  • Develop and maintain Quality governance processes, Operating System Standards, dashboards and performance reporting that provide meaningful visibility of compliance, Product Safety, operational performance, supplier quality and business risks to support informed management decision-making.
  • Lead Quality and Operating System performance reviews by monitoring key performance indicators, Operating System maturity, compliance trends and improvement initiatives to identify priorities, strengthen organisational capability and support the achievement of business objectives.
  • Lead, coach and develop the Quality Engineer while fostering a collaborative Quality culture built on prevention, accountability, Product Safety and continual improvement. Build solid partnerships with the respective OBU Quality teams and cross-functional stakeholders to drive consistent application of Operating System Standards, organisational learning and sustainable business performance.
Requirements
  • Bachelor's Degree in Engineering, Quality Management, Supply Chain Management or a related discipline.
  • Minimum 5 years of relevant experience in Quality, Supply Chain, Logistics, Engineering or Maintenance within the aerospace, aviation or other regulated industries.
  • Experience in Quality Management Systems, process assurance, investigations, supplier discrepancy management and continuous improvement.
  • Experience in warehouse operations, material control or inventory management is desirable.
  • Working knowledge of CAAS SAR-145, EASA Part-145, AS9110 and aviation supply chain quality practices is desirable.
  • Good understanding of Quality Management Systems, Operating System, Product Safety and risk-based assurance principles.
  • Solid knowledge of aircraft material traceability, warehouse operations, logistics and inventory management.
  • Competent in structured problem-solving, root cause analysis, investigation methodologies and process improvement.
  • Solid analytical, communication and stakeholder management skills, with the ability to influence and collaborate effectively across cross-functional teams.
  • Proficient in Microsoft Office applications and business analytics tools, such as Power BI.
