Responsibilities
- To undertake the project management of the design, permitting, supplier management and construction of new subsea cable into Singapore.
Regulatory
- Project manage the permitting process for the Singapore Landing Solution and provide the interface to the fronthaul and CLS permitting activities as required by the Singapore Authorities.
Design
- Manage 3rd Party detailed design of the shore-end land use (Plot), including the relevant submissions to Singapore Authorities (including any temporary occupation requirements during construction) for the permitting process.
Civil Engineering Planning
- Manage 3rd Party detailed design of the proposed HDDs route and design, including layout on the Plot and punch-out locations. Design shall be submitted to the System Supplier and to the relevant Singapore authorities in support of the permitting process, including any temporary occupation requirements during construction of the HDDs.
- Review, comment and track to closure all civil engineering matters related to the Singapore landing documentation (i.e. Singapore landing solution, plot layout, etc.) submitted through the Data Management List (DML) from the System Supplier.
- Support customer in responses to System Supplier queries.
- Review and approve System Supplier method of procedure (MOP) proposal for installation into the plot, e.g., interconnection system between the end of the HDD and the BMH.
Environmental Impact Assessment
- Manage 3rd Party to undertake Environmental Impact Assessment (EIA) related to the landing plot, HDDs and affected waters of Singapore as required by the Singapore Authorities.
Tender Management
- Prepare Invitation to Tender (ITT) for the installation of the HDD(s) and the construction of the BMH(s).
- Adjudicate the responses to ITT and recommend the preferred supplier.
Commercial Support
- Review/comment on draft CVs & Certificates including maintaining a project change log.
Progress Management
- Maintain a Plan of Work and track progress.
Civil Engineering Installation
- Perform clerk of works role during and verify achievement of billing milestone.
Requirements & Skills
- Minimum Bachelor or Master Degree in Civil, Environment administration with other relevant Industry professional certifications and qualifications are highly advantageous.
- Minimum 5 years and above Industry experience in Civil Engineering, Environmental and Subsea project management.
- Must have hands-on experience managing Projects and Tender management.
- Ability to manage client expectations and maintain status documents for client projects throughout the project regarding scope, budget, billing, schedules, and timeframes.
- In-depth knowledge and understanding of Industry regulatory legislations and practices.
- Strong communication and track record in project management.
