Job summary

Land Transport Authority (LTA) in Singapore seeks an Assistant Manager, Tech Planning (Motoring Digital Transformation) to drive strategic plans across government agencies and internal teams. You will shape policy, funding, and operational roadmaps, enabling large-scale digital change in motoring services.

You will translate complex tech and policy concepts into clear narratives, engage cross-agency stakeholders, and present to senior leadership to influence decision-making and funding

Qualifications

• 3+ years of public sector planning, corporate strategy, funding management, or digital transformation experience.
• Strong understanding of government funding mechanisms, budget approvals, and policy frameworks (e.g. RF/MMF, PST, Central Digitalisation Budget).
• Experience in stakeholder management across agencies and with industry partners.
• Ability to translate complex technical and business concepts into clear narratives for diverse audiences.
• Excellent presentation, business writing, and analytical skills to influence leadership decisions.
• Familiar with tech transformation in the public service context; some tech appreciation is essential.

Responsibilities

• Develop compelling business cases to secure support and funding for key transformation initiatives.
• Co-create and own the strategic narrative with government agencies, internal teams, and industry partners.
• Identify and address policy, financial, and operational roadblocks, aligning technical approaches with funding models and priorities.
• Prepare and deliver high-impact presentations, reports, and briefs for decision-makers.
• Support the innovation of new service models within LTA’s ecosystem for future motoring experiences.
• Establish risk controls, track milestones, and report progress to senior leadership.
