Job description

The Senior Executive supports the institutional vision of Academic Health Excellence through the development and management of the Central Data Registry Management (CDRM) system, a key enabler of data-driven research and innovation. The role is responsible for leading the implementation of disease registries, including the TTSH Cancer Registry, and ensuring their expansion across NHG cluster hospitals. In addition, the Senior Executive will oversee cross-functional efforts in health data governance, system integration, de-identification/re-identification processes, and the linkage of clinical data with biobanked samples. The role will also work closely with IT teams and external partners to support AI enablement and institutional IT compliance.

MAIN DUTIES AND RESPONSIBILITIES

SPECIFIC (80%)
  1. Registry Setup and System Implementation
  1. Lead and coordinate the establishment of the Central Data Registry Management (CDRM) system, including system design, stakeholder engagement, and operational readiness planning.
  2. Drive the set-up and implementation of the TTSH Cancer Registry, ensuring alignment with institutional data governance standards and national reporting requirements.
  3. Plan for and support the expansion of the registry framework across NHG cluster hospitals, working in tandem with cluster IT leads, clinical champions, and strategic offices.
  4. Collaborate with clinical departments, research teams, and data governance personnel to ensure data accuracy, completeness, and relevance.
  1. Oversight of IT Development and Integration
  1. Oversee the IT team’s delivery of CDRM-related system functionalities, ensuring project milestones, timelines, and technical specifications are met.
  2. Serve as the main liaison between the data analytics office and technical vendors or internal IT departments, providing functional requirements and ensuring proper UAT and rollout activities.
  3. Spearhead efforts to integrate AI tools or algorithms into data workflows in collaboration with users, aiming to enhance operational efficiency and research readiness.
  1. Multi-Modal Library and Biobank Linkage
  1. Lead the implementation of a multi-modal clinical data library, starting with the linkage and ongoing maintenance of clinical data and biospecimens from the TTSH Central Biobank.
  2. Establish SOPs for data-sample linkage, metadata tracking, and user access, while ensuring compliance with institutional privacy standards and research ethics.
  1. Data Governance and Compliance
  1. Perform data de-identification and re-identification for department-managed datasets according to institutional policies and in consultation with data protection and ethics teams.
  2. Work with various institutional and national offices (e.g., Synapxe, NUHS CIO) to ensure alignment with MOH IT audits, data privacy mandates, and security frameworks.
  3. Contribute to documentation and reporting efforts, including report write-ups.
  1. Stakeholder Engagement
  1. Timely and accurate project delivery across assigned initiatives, with regular status reporting to stakeholders and leadership.
  2. Strict compliance with institutional, legal, and ethical requirements for all registry-related and data management work.
  3. Demonstrated organisation, time management, and ability to balance varied responsibilities while maintaining data quality and stakeholder satisfaction.
  4. Responsiveness to evolving project needs, with flexibility in coordinating across technical and clinical domains.
  1. Team Enablement
  1. Provide guidance and on-the-job coaching to junior team members, helping build internal capacity in registry management, data workflows, and IT coordination.
GENERAL (20%)
  1. Handle operational and administrative functions such as meeting coordination, vendor engagement, minutes taking, or process improvement tasks.
  2. Participate in internal process improvement efforts and support for CRIO and Academic Health Excellence initiatives as required (e.g. Academic Health Day, etc.).
  3. Participate in relevant hospital committees or working groups to champion implementation enablers and research integration.
  4. Undertake other duties as assigned by the Supervisor / Head of department to support CRIO’s strategic priorities and overall research ecosystem development.
