What you will be working on:
Reporting to the Deputy Director, the Senior Assistant Director (Contract Management) will ensure procurement governance including establishing, reviewing and implementing procurement policies and guidelines as well as leverage on technology to digitalise and provide a seamless procurement process.The roles and responsibilities are, but not limited to:• Review, develop and implement PUB procurement policy & procedures to comply with Government Instruction Manual on Procurement and MOF/BCA guidelines• Put in place framework to facilitate compliance of the PUB procurement policy and procedures by the various Departments• Provide consultation to Departments on issues relating to procurement and contract management• Put in place system control to ensure compliance with procurement rules and procedures in all procurement processes via ACE system• Implement digitalisation initiatives of procurement functions to achieve a seamless procurement process and mitigation of ACE to future system
What we are looking for:
• Bachelor Degree in Building/Quantity Surveying/Engineering or equivalent• At least 8 years of experience in procurement and contract management of large construction projects• Familiar with Government procurement requirements• Ability to translate government guidelines into internal procedures to meet auditing standards• Strong team management capabilities, communication, and interpersonal skills and the ability to coach, motivate staff to achieve organisational goalsSuccessful applicants will be contacted within 4 weeks of the closing date of this job posting
