Job summary

Oung Construction (S) Pte Ltd is seeking a Snr HR Executive/Assistant HR Manager to oversee HR operations in Singapore. This role requires significant HR experience, focusing on recruitment, employee relations, and compliance with local labour laws, as well as innovation in HR processes through technology. The ideal candidate should have a strong belief in organizational development and excellent interpersonal skills, along with a collaborative and hands-on approach.

Qualifications

  • Must possess at least Bachelor Degree in Human Resource Management, Organisational Psychology or equivalent.
  • Minimum 10 years of prior HR experience in SG, with strong knowledge of Singapore Labour Laws and Regulations.
  • Strong experience in Talent Acquisition and Talent Development preferred.

Responsibilities

  • Drive and source both staff and worker recruitment effectively.

Job description

Job Summary:

The Snr HR Executive/Assistant HR Manager (SG) supports the HR operations for Singapore to fulfil HR functions and support our internal stakeholders.

Job Responsibilities:

  • Perform full HR spectrum in Singapore, primarily recruitment/internship, onboarding and offboarding, dormitory management, man supply vendor management, employee relations in compliance with SG Labour Laws and other relevant laws.

  • Able to drive and source both staff and worker recruitment effectively and efficiently. Previous recruiter experience is a must.

  • Work with SG HR & Technology Team to implement the new HRIS.

  • Support internal audits and regulatory compliance tasks.

  • Promote a unified company culture that aligns with the group’s values and mission, working closely to ensure consistency in employee engagement and workplace culture.

  • Take on any other new assignments from Senior Management and HR & Technology Manager.

Job Requirements:

  • Must possess at least Bachelor Degree in Human Resource Management, Organisational Psychology or equivalent.

  • Minimum 10 years of prior HR experience in SG, with strong knowledge of Singapore Labour Laws and Regulations. Strong experience in Talent Acquisition and Talent Development preferred.

  • Strong believer in positive culture / organisational development.

  • Have actual experience implementing AI recruiting tools (HireVue, ZohoRecruit, Eightfold, Skillate).

  • Self-driven and hands-on person. Collaborative in nature and strong team player.

  • Able to handle confidential information with high integrity and discretion.

  • Energetic and willing to implement change. Able to work in fast-paced environment.

  • Willing and able to go to project sites/dormitories and engage with front-line workers, other than staff.

  • Very detailed oriented and strong at producing high quality/accurate work.

  • Strong with numbers and critical thinking. Able to complete HR initiatives with high cost-benefit outcomes.

  • Diplomatic and excellent interpersonal and communication skills in dealing with all levels of staff.

  • Knowledge and prior experience with Malaysian Labour Laws are also useful.

  • Highly proficient in M365, SharePoint and HRIS.

  • Willing to work beyond normal working hours and weekends, should there be work exigencies.
