Ngee Ann Polytechnic is seeking a Skills Consultant for a 3-year contract in its CET Academy. The role involves overseeing the SkillsFuture Queen Bee initiative, conducting skills assessments, designing training programmes, and collaborating with stakeholders to support SMEs. Candidates should possess a relevant Bachelor’s Degree, extensive experience in development, and strong analytical skills.

What you will be working on:
We are seeking motivated and experienced SME Skills Consultants for a SkillsFuture Queen Bee (SFQB) initiative to oversee the end-to-end identification, assessment, marketing and performance monitoring of the SFQB programme and the skills development required for effective performance within SMEs. This is an individual contributor role and in collaboration with a financial institution. It involves working closely with various internal and external stakeholders to support SMEs by diagnosing and recommending training programmes that drive skills development - contributing to workforce upskilling and organizational success.
Your responsibilities will include, but are not limited to, the following:
Skills Assessment and Programme Development
Conduct skills gap analysis, assessments, surveys and interviews to determine SMEs and SME employees’ current competencies versus required skills.
Design, implement and drive adoption of training programmes to enhance SMEs and SME employees skills and competencies, using Skills Frameworks and SkillsFuture resources.
Work with various internal and external stakeholders, including Academic Partners and approved SkillsFuture training providers to co-develop customised learning solutions and interventions.
Manage, coordinate and execute programmes focusing on AI, digitalisation and sustainability for SMEs, and other offerings from various schools and the financial institution
Work internally and externally to obtain Government funding for training programmes, where applicable.
Relationship Management and Training Coordination
Work closely with SMEs to understand challenges and diagnose needs to drive adoption of approved Skillsfuture training programmes.
Organise workshops, seminars, and training sessions.
Engage with various Schools and Academic Partners for suitable trainers.
Drive strategy and tactics to ensure conversions across all platforms and channels.
Programme launch and end-to-end programme management.
Performance Monitoring
Track and evaluate the effectiveness of training programmes and initiatives.
Ensure proper maintenance of records on SMEs’ progress and skills development.
Prepare reports on skills assessments, impact and effectiveness of training interventions, and training outcomes for management review.
Continuously provide recommendations for further training and development opportunities.
Conduct research and be abreast of industry trends and best practices in skills development and training to understand critical skills requirements and future skills demand.
Advocate for a culture of continuous learning and professional development.
What we are looking for:
Bachelor’s Degree in a relevant field (e.g. Business Administration, Human Resource, Marketing or any related field)
At least 7 - 10 years of relevant experience in learning and development, business development, account management, events or project management
Effective communication, interpersonal and project management skills to collaborate with diverse stakeholders
Strong analytical and problem-solving skills, and ability to interpret data for decision-making
Proven experience in training management or similar roles, preferably with knowledge of CET training
Ability to work independently and manage multiple projects
Proficient in Microsoft Office Suite (word, excel, powerpoint), project management tools, and prior experience in learning development and account management for SMEs would be an advantage
